For at least the past two decades, eco-industrial parks (EIPs) have been promoted as policy and commercial instruments for achieving industrial sustainable development. Yet, few EIPs have seen successful operational implementation, especially if they begin as standard industrial parks. Rapid economic growth, commensurate with increasing environmental damage in China, has resulted in officials' further pursuing EIP policy as a significant element of the broader circular economy and ecological modernization efforts. This article examines the barriers for EIP development from industrial park senior manager perspectives. Using resource dependence theory and the resource-based view as theoretical lenses, we investigate the external and internal barriers for EIP development in 51 Chinese industrial parks. A number of barriers are identified and grouped through a factor analysis. Cluster analysis is utilized to help categorize and evaluate the perceived levels of barriers and hardships experienced by various senior officials that manage the EIPs. It is found that few respondents encounter no significant barriers. Barriers related to technological development and capacity building are the most prevalent. These results highlight the relative importance of various activities that may be necessary by policy makers and other stakeholders to overcome the barriers. For example, cooperation in developing technological solutions for EIPs seems to be a major thrust that should be pursued by EIP development stakeholders. Other policy and managerial insights based on the general findings of this study are also presented.

Industrial symbiosis (IS) is the coordination of energy and material flows among geographically proximate firms to increase economic performance while reducing environmental impact. Although IS is gaining popularity as a sustainability strategy, implementation is proving difficult. In an attempt to understand these roadblocks to implementation, we analyse the development and realisation of IS systems as complex change processes. Based on insights from organisational change literature we introduce the dual-perspective framework as an additional way to look at these IS change processes. Our framework combines two different but complementary perspectives to analyse IS: episodic change, meaning occasional and radical change driven by exogenous factors or interventions; and continuous change, meaning ongoing changes resulting from constant micro-adaptations. By adding insights on the nature of change, this framework extends the analytical reach and identifies situation-adapted intervention strategies. Secara konsep, strategi dan paradigma yang berkaitan dengan pembangunan berkelanjutan, baik pada level makro, meso maupun mikro sudah mampu menggeser paradigam lama seperti paradigma pertumbuhan ekonomi sampai pada tahun 1970 dan paradigma yang menekankanpada aspek pemerataan hasilhasil pembangunan. Namun demikian, dalam tataran implementasi sampai saat ini belum memberikan hasil yang menggembirakan. Oleh karena itu dalam pertemuan KTT Rio+20 tahun 2012 mendeklarasikan dokumen baru pembangunan berkelanjutan dengan judul "The Future We want". The Future We Want yang menekankan kepada semangat bersama walaupun berbeda tanggung jawab, dan menekankan pada pembangunan ekonomi hijau yang lebih dapat diterima oleh para pelaku ekonomi. Kawasan PUSPIPTEK yang memiliki lahan seluas 460 hektar sampai saat ini masih terjaga sebagai kawasan hijau dengan ruang terbuka hijau lebih dari tiga puluh persen. Kawasan PUSPIPTEK memiliki lahan seluas 460 Ha sampai saat ini masih terjaga sebagai kawasan hijau dengan ruang terbuka hijau lebih dari 30 persen. Berpedoman pada konsep-konsep yang dikembangkan dalam menjadikan kawasan menjadi kawasan ekologi , maka Pusat Ilmu Pengetahuan dan Teknologi sebagai sebuah kawasan yang memiliki 47 Balai / Pusat / laboratorium, industri berbasis teknologi serta sarana pendukung publik dimana di dalamnya terdapat 5 institusi meliputi Kementerian Ristek, BPPT, LIPI, Batan serta Kementerian Lingkungan Hidup dapat dilihat sebagai model eko-inovasi dimana terjadi aliran proses dan produk. Tujuan penelitian adalah menyusun pengembangan kebijakan eko-inovasi pada kawasan PUSPIPTEK. Selanjutnya untuk mengembangkan model pengelolaan eko-inovasi digunakan Analytical Hierarchy Process (AHP) dan Intrepretative Structural Model (ISM) digunakan untuk pengembangan model kelembagaan eko-inovasi. Hasil penelitian ini menunjukkan bahwa model pengelolaan yang dipilih adalah model pengelolaan partnersip (kemitraan) dimana hal ini sesuai dengan harapan pemangku kepentingan di kawasan PUSPIPTEK. Sementara itu, untuk mengembangkan kelembagaan eko-inovasi telah diidentifikasi ada 6 elemen yang memegang peranan penting meliputi; partisipasi pemangku kepentingan, sistem perencanaan, biaya pengelolaan lingkungan, prilaku stakeholder, kualitas SDM dan aturan pengelolaan limbah. Dengan demikian, untuk dapat mengimplementasikan konsep eko-inovasi di kawasan PUSPIPTEK diperlukan restrukturisasi kelembagaan PUSPIPTEK.
