The social problem associated with extreme poverty is a large number of homeless and beggars scattered in big cities. Around 77,500 homeless and beggars are estimated to live in big cities in Indonesia in 2019. The government has tried to provide solutions through the implementation of regulations, providing skills training, socio-economic assistance, decent housing, and organizing transmigration. Social service institutions are also provided for this special group. This paper aims to discuss the provision of basic needs for the homeless and beggars. The basic needs discussed in this paper include housing, food, education, health, and citizenship identity. The methodology used is qualitative, with in-depth interviews and Focus Group Discussions (FGD). Thematic analysis of qualitative data in accordance with predetermined themes. The main informants are beneficiaries of orphanages and Social Welfare Institutions in six major cities in Indonesia. The results show that many basic needs of marginalized groups still have not been met, especially access to health services and citizenship identity. This study recommends the issuance of regulations that involve various stakeholders. This research contributes to practitioners and academics about basic rights services for homeless and beggar groups.

A Study on Remote Detection of Turkey Digital Identity Card Hologram Element

Technological advances and the pandemic have caused an explosion in demand for remote services. In critical processes such as banking, insurance and notary public, the service to be provided remotely has to be provided as quickly and safely as the service provided in presence. In such sensitive processes, the identity card authenticity detection must be done accurately and securely. One of the techniques used in accuracy detection is the use of mobile devices that support contactless chip technology. However, the number of mobile devices using this method is limited today. This situation hinders the effective and widespread use of remotely provided services and resources. Therefore, a different solution method was needed that would be an alternative to contactless chip technology, remove the obstacles to widespread use and reduce incidents such as counterfeiting. In this study, it was investigated whether the hologram, which is one of the security elements in the identity, can be used in determining the accuracy of Turkey's digital identity cards. For this purpose, a special function and program has been developed on the MATLAB application by using 2-D neighborhood methods to detect the crescent on the hologram. 227 digital ID cards were first evaluated on a mobile device over certain threshold values such as color level and similarity ratio. Then, each card used in the test was examined one by one with the naked eye. Approximately 99.56% similar results were obtained between the test findings made over the application and the findings obtained after the controls made with the naked eye. It has been concluded that the secure hologram image, one of the security elements on the digital ID card with this high success rate, can be used as computer aided in remote services. With this solution method, it has contributed to overcome an important obstacle in front of services that are thought to be provided remotely in many fields such as banks, notaries and education.

Bukutamu adalah alat untuk mencatat identitas pengunjung yang datang kesuatu tempat atau acara seperti acara pernikahan, perayaan ulang tahun, pesta dll. Tidak hanya sekedar mencatat, bukutamu juga berfungsi sebagai bukti dan jejak untuk menghindari terjadinya sesuatu yang tidak diinginkan. Sehingga tidak heran dibeberapat tempat diharuskan untuk menyerahkan kartu identitas seperti KTP saat mengisi bukutamu agar diperbolehkan masuk ketempat tersebut. KTP sendiri merupakan kartu identitas yang berisi data nama, tempat, tanggal lahir dll. Data yang tercantum dalam KTP tersebut dapat dimanfaatkan dalam proses pengisian bukutamu sehingga petugas hanya perlu mengambil gambar KTP tersebut dan data pengunjung akan terisi secara otomatis dengan bantuan optical character recognition(OCR). Untuk mendapatkan hasil OCR yang baik diperlukan gambar dengan tulisan yang jelas, posisinya yang tidak miring dan ukurannya yang tidak terlalu kecil. Oleh karna itu diperlukan berbagai tahap preprocessing sebelum melakukan proses OCR, salah satunya dengan menerapkan denoise menggunakan metode Autoencoder yang berhasil membuat gambar lebih bersih dan hasil OCR menjadi lebih akurat.
