This study aims to identify and analyze the intensity of research developments with the topic of forest fire controlling policy in Indonesia in the last five years from 2017 to 2021 through bibliometric analysis. The research method uses a literature review with data collection through the publish or perish software from the google scholar database with the keywords “forest fire Indonesia,” “forest fire management, Indonesia,” forest fire control, Indonesia,” and “forest fire policy, Indonesia.” Data analysis using the VOSviewer application. The results showed 154 journal articles discussing forest fire controlling policy in Indonesia between 2017 and 2021 accessed on December 18, 2021. The term "implementation" became the most central and widely discussed term in previous studies. As a comparison, in 2021, the terms "coordination policy" and "annual forest fire” will be the last issues to be discussed. The limitation of this study is research using the Google Scholar database. It is open to all articles, including journals, reports, papers assignments, and articles that have been uploaded to the Google database. In addition, incomplete metadata such as year and source of publication become undetectable when filtered. Following research, more analysis will be conducted using other indexing databases like Scopus or Web of Science.

The phenomenon of forest and land fires has had a major impact on everyone's life. Where the government has worked hard to solve this problem through policies, institutions, and funding. But this happens again and again throughout the year, so this is important to be addressed by all parties to help stop forest and land fires in Riau Province. This study uses an empirical juridical approach, where the analysis of research data is carried out through qualitative description. The results show that the Riau Provincial Government has issued an advisory on “Anticipating land and forest fires in the Province of Riau in 2020” to prevent land and forest fires disasters that occur repeatedly. In addition, all kinds of policies and funding have been prepared. However, due to overly complex technical problems and local regulations that have not been able to solve all problems, forest and land fires still occur in several places in Riau Province. Therefore, the Bengkalis Regency and Meranti Islands Regency Governments need to be dedicated and consistent in working to improve the work system and governance between agencies and institutions. In addition, there is a need for a regulation on forest and land fire management that is responsive to the situation and conditions that occur in the region. This research aims to determine the realization of management and policies carried out in preserving the Jompi Protected Forest Area, Muna Regency. The research was carried out in June - July 2021, where the basic method of this research was descriptive analytical qualitative. Data was collected using observation and interview methods. The research results show that: (1) The realization of management of the Jompi Protected Forest Area by the Muna Regency Forestry Service does not comply with applicable regulations and legislation, including: Law No. 41 of 1999 concerning Forestry, PP No. 44 of 2004 concerning Forestry Planning and Presidential Decree no. 32 of 1990 concerning Management of Protected Forest Areas, so it does not guarantee the implementation of sustainable management of the Jompi Protected Forest Area. Apart from that, there are still many violations committed by the community which further increase the escalation of forest destruction. (2) the policies that need to be implemented in the Jompi Protected Forest Area, Muna Regency are a) a more comprehensive planning and structuring design of the Forest Area involving various elements, including central, regional government, non-governmental organizations (NGOs) and the community, b) organizational structure good forest management unity supported by professional and adequate human resources, c) implementation of forest conservation, empowerment of communities around forest areas, so that they do not depend on protected forests for their livelihoods, d) intensive socialization of conservation of Jompi protected forest areas both through print and online media , as well as through study and discussion forums.
