Background Resilience is vital for facing natural disasters and public health challenges. Despite the significance of resilience-building activities, there is a scarcity of locally-tailored planning and response strategies, leaving communities incapable of addressing the unique challenges posed by natural disasters and public health crises. This study aims to explore how the “One Community at a Time” approach enhances community resilience in facing natural hazards and public health challenges. Methods A systematic review was conducted over journal articles published from January 2001 to April 2023 through PRISMA approach. Multiple databases such as Web of Science and Scopus were thoroughly searched. We used independent screening by two researchers and painstaking data extraction using standardized forms. This approach was adopted to assure the reliability, validity, and precision of our study selection and analysis. The included studies’ quality was evaluated by the Mixed Methods Appraisal Tool. Results In the evaluation, 35 studies were deemed eligible for inclusion and underwent in-depth examination. Several major components of “One Community at a Time” have been identified, including social capital and networks, local knowledge and learning, effective governance and leadership, preparedness and response capacity, and adaptive infrastructure and resources. This framework highlights the significance of individualized approaches to resilience-building initiatives, recognizing that each community has specific strengths, needs, and challenges. Conclusion Relevant stakeholders can adapt suitable resilient strategies to help prepare and recover from natural hazards and public health challenges. By adopting a localized strategy, stakeholders can collaborate to develop a culture of readiness and resilience, ultimately leading to more sustainable and resilient communities. This framework advises community-based groups, local government, and other stakeholders on prioritizing partnerships, preparedness planning, community participation, and leadership as essential components of creating and maintaining resilience. “One Community at a Time” framework offers practical guidance for community-based organizations, local government, and other stakeholders to prioritize partnerships, preparedness planning, community participation, and leadership as essential components of creating and sustaining resilience.

Indonesia’s geographical area which is vulnerable to various kinds of disasters remains a major concern. Given the extent of the dangers, disaster management is a critical issue that goes beyond the scope of single entities or institutions, requiring a comprehensive and inclusive approach including all sectors of society. Unfortunately, present disaster management systems are mostly focused on engagement from designated agencies, and there needs to be more active community involvement in emergency disaster response. This study aims to investigate the impact of disaster response training on the disaster preparation levels of the Senior and Rover scouts in the Special Region of Yogyakarta, Indonesia. This study used a quasi-experimental approach with pre and post-training assessments without a control group. A total of 25 scouts participated in disaster response training, and their disaster readiness was evaluated both before and after the program. A disaster preparation questionnaire, a disaster response module, and a Simple Emergency Management (SEM) mobile app called “P3KU Mertion” were utilized in this study. The non-parametric Wilcoxon Signed-Rank Test was used to evaluate the data. The study findings showed that disaster response training significantly impacted disaster readiness, with the Wilcoxon Signed-Rank Test providing a p-value of 0.000 (p 0.05), indicating statistical significance. These findings have the potential to serve as an innovative model for disaster response programs targeted at improving catastrophe preparedness. The study emphasizes the importance of active involevement and community engagement in disaster response programs to supplement the work of authorized organizations and institutions, establishing an all-inclusive approach to disaster management in Indonesia.

Establishing the National Comprehensive Disaster-Reduction Demonstration Community (NCDDC) is crucial for enhancing comprehensive disaster risk reduction at the grassroots level in China. Studying the distribution characteristics and influencing factors of NCDDCs can guide future NCDDC layout optimization and related policy adjustments. Using the standard deviation ellipse, nearest neighbor index, kernel density, spatial autocorrelation, and Geodetector, we analyzed the spatiotemporal distribution characteristics of NCDDCs in China from 2008 to 2021 and detected their influencing factors. The findings are as follows: (1) NCDDCs exhibit an uneven distribution at different scales, including spatial, urban–rural, and county scales. (2) The spatial distribution of NCDDCs mainly follows a northwest–southeast pattern during 2008–2014 and shows a northeast–southwest trend after 2014. (3) The positive spatial correlation and spatial agglomeration of NCDDCs increase annually. (4) NCDDCs show a concentrated and contiguous distribution pattern in 2021, based on “core density zone–ring-core decreasing area–ring-core expansion group–Ɔ-shaped area–belt-shaped area”. (5) The main factors affecting the NCDDC distribution are hospital density, road density, GDP density, and population density, with factors’ interactions exhibiting bilinear and nonlinear enhancement effects. This study reveals the NCDDC spatiotemporal distribution characteristics and its influence mechanism, providing a scientific basis for future NCDDC layout optimization and related policy adjustments.
