Incorporating stakeholder perspectives into model-based scenarios: Exploring the futures of the Dutch gas sector

Abstract: Several model-based, analytical approaches have been developed recently to deal with the deep uncertainty present in situations for which futures studies are conducted. These approaches focus on covering a wide variety of scenarios and searching for robust strategies. However, they generally do not take the multiplicity of stakeholder perspectives into account in analytic terms, which could bring in diverse opinions and views, not only on possible futures but also on values and interests. In this study, we pre… Show more

“…Second, future personas could also be instrumental in clarifying and/or communicating different perspectives of critical scenario stakeholders. Indeed, recent research has called attention to the importance of incorporating multi-stakeholders perspectives in the scenarios design process (Cairns et al , 2010; Cairns et al , 2013; Spickerman et al , 2014; Eker et al , 2017; Bourgeois et al , 2017), of the change of stakeholders’ power and dominance dynamics over time in the scenarios (Marchais-Roubelat and Roubelat, 2016) and of assessing the opinion dissent between stakeholders (Warth et al , 2013; Schippl, 2016).…”

“…Also, uncertainties are better understood and formulated by scenarios (Amit and Schoemaker, 1993; Chermack, 2017; Durance and Godet, 2010; Porter, 2011; Schwartz, 1996; Vecchiato, 2019; Wack, 1985). The future is rarely deterministic, but we need to be ready for it by analyzing different options (Chermack et al , 2015; Eker et al , 2017; Fuller, 2017; Jarzabkowski and Kaplan, 2015; Lord et al , 2016; Miller et al , 2015; Ramírez and Selsky, 2016; Trutnevyte et al , 2016; Varum and Melo, 2010; Veenman and Leroy, 2016).…”

“…Scenarios are developed in different ways. The two major categories of scenario construction approaches are intuitive (soft) methods that are based on qualitative knowledge and insight of experts or stakeholders, and formal (hard) methods that are based on best scientific knowledge and quantitative models [27].…”
