The most widely used typologies of European local government systems are based on research conducted in the 1980s. The most popular are those of Page and Goldsmith (1987), distinguishing between Northern and Southern European systems, and Hesse and Sharpe (1991), distinguishing between Southern, Northern and Anglo-Saxon models. The rare attempts to include the Eastern part of the continent are far from comprehensive or satisfactory. They usually view the whole region as a distinct group, referring to its specific historical background and recent radical decentralisation (Bennett 1993, Heinelt andHlepas 2006). Disappointingly, the same approach is presented in the most recent comprehensive analysis of European local government systems (Loughlin et al. 2010). This article tries to fill the gap produced by this simplification, by offering a comprehensive picture of the variation within the Eastern European region and suggesting a first attempt at a typology of around 20 countries of the region. The criteria for this typology refers to those used in earlier classifications of the Western European systems and include: (i) territorial organisation and tiers of elected local governments, (ii) scope of functions provided by local governments (functional decentralisation), (iii) financial autonomy, (iv) horizontal power relations within local government institutions (election systems and relationships between mayors and councils).

This paper investigates the associations between audit pricing and multidimensional characteristics of local governments by using a sample of Greek municipalities. The Greek institutional setting is interesting because it is politically pluralistic. Moreover, independent auditors appointed through a bid process exclusively perform the audits. Our results suggest a considerable variation on audit fees which is mainly driven by politically related factors indicating the importance of relevant theoretical anticipations in audit pricing in the public sector. Agency costs appear strong enough to explain audit pricing. We also confirm prior findings on the significance of audit complexity and size. Results also suggest that audit fees are reduced when an internal team dedicated to accrual accounting is appointed. Therefore, our conclusions offer practical implications for policy setters and regulators in the public sector in relation to audit quality.

The completion of the first working period of Migrant Integration Councils gave rise for the study of the function of this institution as well as for the evaluation of its first results. The establishment of the Migrant Integration Councils, as a form of institutionalized communication between Municipalities and the separate immigrant communities dwelling permanently in their territory, was a sign of optimism for the strengthening of the LG’s and their intervention in the field of local social development. However, the limited spectrum of basic LG interventions is maintained and it still constitutes a barrier to the development of local initiatives deriving from autonomous policies of the LGs. The new institution is unable to overcome the difficulties and the weaknesses of LG interventions; as a result its function remains trapped in the respective limitations and thus incomplete.
