Inclusion by Design: Measuring Minority Inclusion Comparatively to Assess Institutions for Divided Societies

Abstract: I propose new cross-national measures of minority inclusion based on ethnic minority support for government parties. These measures will greatly aid efforts to design political institutions intended to achieve greater minority inclusion and to ameliorate ethnic conflict by allowing for more sophisticated quantitative crosscountry assessments of the effect of institutions on inclusion.
