Background: Eucalypt species are grown in New Zealand for a variety of purposes. Paropsine leaf beetles (Coleoptera: Chrysomelidae) impact eucalypt plantations in Australia and other countries where eucalypts have become established. Six eucalypt-feeding paropsines from Australia have established in New Zealand to date. Paropsis charybdis Stål is currently regarded as the worst eucalypt pest. Paropsisterna cloelia (Stål) established in New Zealand in 2016 and it remains uncertain whether its potential impacts will exceed those caused by P. charybdis. Methods: In this review, we provide an update on eucalypt insect invasions in New Zealand, summarise available literature on Pst. cloelia, and compare its ecology to P. charybdis, including distribution, host preferences, phenology, and natural enemies. Finally, we identify key areas for future research and give recommendations for integrated pest management. Results: The number of specialist eucalypt-feeding insects has increased to approx. 36 species. The largely overlapping distributions of P. charybdis and Pst. cloelia in Australia indicate a similar climate tolerance; hence Pst. cloelia is likely to spread throughout New Zealand over time. Life history traits and behaviour of Pst. cloelia suggest it has a higher reproductive output and higher survival rate of immature stages than P. charybdis. This could potentially lead to severe defoliation from more frequent population outbreaks of Pst. cloelia, particularly under climatic conditions that induce growth stress in trees. Both species seem to prefer eucalypt species from different sections within the subgenus Symphyomyrtus, indicating a degree of niche separation. Paropsisterna cloelia larvae feed on both flush juvenile and adult leaves of heteroblastic eucalypt species (i.e., producing morphologically different juvenile and adult leaves), which would be of particular concern if it were to invade E. nitens plantations. Conclusions: We believe that Pst. cloelia has the potential to exceed the observed impacts from P. charybdis in New Zealand and cause growth losses in its most preferred eucalypt species. An integrated pest management approach that employs strategies, such as breeding for resistance, choice and siting of species, biological control, and/or pesticide use at set damage thresholds could result in significant economic benefits and resilience. As biocontrol is a long-term solution, other strategies need to be investigated and implemented without delay for the industry to be pre-emptive.

Accidental introductions of natural enemies, including parasitoid and predatory groups, may exceed species introduced intentionally. Several factors favor this: a general surge in international trade; lack of surveillance for species that are not associated with live plants or animals; inability to intercept tiny organisms such as parasitoids; huge invasive host populations in source and/or receiving areas that allow rapid establishment; and lack of aggressive screening for pests already established. Recent frequent and surprisingly rapid accidental natural enemy introductions call into question the regulatory emphasis on a rigorous and protracted process for classical biological control (CBC) introductions, when adventives have a high probability to displace or disrupt this planned process. We provide an overview with three brief case studies.The volume of global international trade is staggering, and it continues to increase. International shipping moves 127 million containers (TEUs, each ~40m³ in volume and weighing ~14 tonnes) per year between countries, the majority between continents, for a total of ~5 billion m³ of freight (2014 totals; World Shipping Council, 2017). About 4x this amount moves domestically in coastal shipping. Additionally, 3.2 billion passenger trips take place by air, and air freight amounts to ~185 million tonnes (about 1/50th of the weight shipped by boat, but delivered in <1 day) (2014 totals;. A single adult parasitoid weighs about 1 mg (Harvey et al., 2006), or approximately 70 parts per trillion of a single shipping container -less than a needle in a haystack -and 350,000 such haystacks arrive from foreign ports worldwide per day! Given this massive exchange of merchandise, invading natural enemies are of low to vanishing priority for national authorities inspecting imports for harmful organisms and other threats. Primary concerns are plant and animal pests and pathogens that will do the most serious and immediate damage, not to mention a host of other non-biological concerns such as terrorism, hazardous substances, and material that is illegal, smuggled, and/or counterfeit. In the US Department of Agriculture, the very name APHIS PPQ (Animal and Plant Health Inspection Service, Plant Protection and Quarantine) reflects these priorities, and, aside from known plant and animal pests and pathogens, and their associated carriers, very little else attracts the attention of border patrol inspectors.Reece Sailer, in a prescient perspective, estimated the number of "beneficial immigrant species" to the US, determining that nearly half (134 of 287=47%) had been accidentally introduced (numbers from his Figure 6, not his text). The accidental introduction of the eucalypt‐feeding paropsine beetle Paropsisterna cloelia (Paropsisterna variicollis) into New Zealand (NZ) in 2016 prompted investigation of the species complex to which the invasive species belongs. Two mitochondrial gene regions, Cytochrome c oxidase subunit 1 and Cytochrome b, were sequenced from field‐collected specimens superficially resembling P. cloelia collected in Queensland, the Australian Capital Territory, New South Wales, Victoria, South Australia, Tasmania, Western Australia (WA) and NZ. Four distinct Paropsisterna species groups were found, and representatives from each clade were identified with named species using morphology. P. cloelia was confirmed via sequencing and morphology to occur in all sampled geographic regions. The WA and NZ populations showed no diversity at the gene regions studied and hence represent invasive populations. The invasive WA haplotype was shared with both Tasmania and Victoria, whereas the NZ haplotype was unique, but most similar to one shared between WA, Tasmania and Victoria. The melanistic colour variant of P. cloelia was only found in eastern mainland Australian populations and was absent from Tasmania and invasive populations. Implications for pest management, including biological control, are discussed.
