This article deals with the phenomenon of repeated contracts, specifically the effect of trust in public contracts. Our main objective is to identify the factors that influence the concluding of repeated contracts and to verify whether repeated contracts lead to increases in prices. We use a complex dataset of public procurement of municipalities in the Czech Republic for the period of 2014-2017, which covers more than 4,000 public contracts. This range of data allows a larger number of variables to be applied, including specific independent variables concerning municipalities, such as the size of the municipality. The data allow us to study this subject by means of both a general model tested on all public contracts and a partial model applied to public works. The presented results of quantitative econometric models from the data obtained from the awards of public contracts in the municipalities of the Czech Republic show that the fact of whether it was a repeated contract or a contract performed by a new (unknown to a contracting authority) supplier affected the chance of winning a contract.

Предмет. Проблема применения неконкурентных способов определения поставщика, подрядчика, исполнителя в рамках осуществления закупочной деятельности образовательной организации волнуют многих субъектов контрактной системы РФ от самих Заказчиков до контрольных органов, занимающихся регулированием закупочной деятельности и соблюдением законодательства в сфере закупки товаров, работ, услуг. Осуществление закупки у единственного поставщика нарушает реализацию отдельных принципов функционирования контрактной системы, способствует ограничению информационной базы экономического анализа эффективности закупки, способствует неравномерности распределения финансовых ресурсов для покрытия обязательств по исполнению договорных обязательств.Цели. Комплексное авторское исследование анализа равномерности заключения договоров на закупку товаров, работ, услуг у единственного поставщика бюджетной образовательной организации. Разработка системы показателей экономического анализа равномерности заключения договоров, которая позволит ускорить оборачиваемость товаров, работ, услуг, улучшить качество закупки товаров, работ, услуг и мобилизации внутренних резервов финансирования закупки.Методология. В процессе исследования проблемы применялись такие общенаучные методы познания, как анализ и синтез, системность и комплексность, использовались логический подходы к получению доказательств и аргументации новых положений экономического анализа.Результаты. Использование экстенсивного пути удовлетворения потребности Заказчика в товарах, работах, услугах ведет к росту затратоемкости заключения договоров на закупку товаров, работ, услуг у единственного поставщика. Экономное использование товаров, рациональность закупки работ, услуг, обоснованность расчета начальной (максимальной) цены договора – цены договора с единственным поставщиком способствуют росту объемов закупочной деятельности и рентабельности затрат на ее осуществление.Выводы. Сделаны выводы о том, что расчет и интерпретация значений показателей анализа равномерности заключения и исполнения договоров на закупку товаров, работ, услуг у единственного поставщика позволит выработать рекомендации Заказчику в области соблюдения принципа равномерности распределения финансовых ресурсов и формирования положений основных локальных финансовых документов образовательного учреждения, направленных на повышение результативности закупочной деятельности экономических субъектов.

Identifying Bid Leakage in Procurement Auctions

We propose a novel machine-learning-based approach to detect bid leakage in first-price sealed-bid auctions. We extract and analyze the data on more than 1.4 million Russian procurement auctions between 2014 and 2018. As bid leakage in each particular auction is tacit, the direct classification is impossible. Instead, we reduce the problem of bid leakage detection to Positive-Unlabeled Classification. The key idea is to regard the losing participants as fair and the winners as possibly corrupted. This allows us to estimate the prior probability of bid leakage in the sample, as well as the posterior probability of bid leakage for each specific auction. We find that at least 16% of auctions are exposed to bid leakage. Bid leakage is more likely in auctions with a higher reserve price, lower number of bidders and lower price fall, and where the winning bid is received in the last hour before the deadline.
