In this study, we critically examine the potential of recycled construction materials, focusing on how these materials can significantly reduce greenhouse gas (GHG) emissions and energy usage in the construction sector. By adopting an integrated approach that combines Life Cycle Assessment (LCA) and Material Flow Analysis (MFA) within the circular economy framework, we thoroughly examine the lifecycle environmental performance of these materials. Our findings reveal a promising future where incorporating recycled materials in construction can significantly lower GHG emissions and conserve energy. This underscores their crucial role in advancing sustainable construction practices. Moreover, our study emphasizes the need for robust regulatory frameworks and technological innovations to enhance the adoption of environmentally responsible practices. We encourage policymakers, industry stakeholders, and the academic community to collaborate and promote the adoption of a circular economy strategy in the building sector. Our research contributes to the ongoing discussion on sustainable construction, offering evidence-based insights that can inform future policies and initiatives to improve environmental stewardship in the construction industry. This study aligns with the European Union’s objectives of achieving climate-neutral cities by 2030 and the United Nations’ Sustainable Development Goals outlined for completion by 2030. Overall, this paper contributes to the ongoing dialogue on sustainable construction, providing a fact-driven basis for future policy and initiatives to enhance environmental stewardship in the industry.

Residential energy retrofitting projects in the hot summer and cold winter (HSCW) zone of China face various risks related to project activities, which incur transaction costs (TCs), such as search, negotiation, and monitoring costs. As the leader in project implementation, the Chinese government is responsible for project planning, organisation, and coordination. However, TCs impede the government’s ability to execute risk-related project activities effectively, subsequently increasing the probability of the occurrence of risk. Drawing on transaction cost economics (TCE), this study proposes a theoretical framework to understand the barriers—such as asset specificity, uncertainty, and frequency—that prevent the government from performing project activities and mitigating risks effectively. An artificial neural network (ANN) is applied to verify the hypotheses. The results underscore experience and operational maturity in project activities, cost and time constraints, and the immature retrofitting market as significant impediments to the government’s execution of risk-related activities. Considering the varying roles of the government in reducing different risks, this study concludes by offering policy recommendations to alleviate these activity barriers and mitigate risks. By employing a TCs perspective, this study not only identifies key barriers but also deepens our understanding of risk mitigation mechanisms, providing robust policy insights tailored to the specific regional context of China, thereby enhancing both the execution and the framework of government-led retrofitting projects.

Under the backdrop of China’s national strategy to achieve carbon neutrality by 2060, efforts are underway across governmental, corporate, societal, and individual sectors to actively explore energy-saving renovations in existing buildings. Given that residential buildings constitute a significant proportion of the total energy consumption throughout the lifecycle of buildings in China, sustainable renovation of residential structures can contribute significantly to implementing China’s carbon emission reduction policies. While there exists a plethora of technological means in the market aimed at improving the energy performance of residential buildings, there still needs to be a more systematic discussion on the framework for sustainable renovation of existing Chinese residential buildings, with knowledge dissemination still needing to be more cohesive. In this context, this paper provides a comprehensive review of the field, utilizing bibliometric methods. Through a systematic review of selected peer-reviewed literature from the Web of Science and Scopus databases, the study focuses on the sustainable renovation of existing Chinese residential buildings, categorizing the process into three main stages: sustainable renovation, building performance simulation and suitability assessment. The paper also reviews the research methods adopted by previous researchers in the renovation, simulation and assessment stages, considering various optimization algorithms, variables, objectives, and software tools. Subsequently, the paper synthesizes a research framework comprising these three stages combined for different research objectives, aiming to assist policymakers, designers, and researchers in gaining a comprehensive understanding of the implementation status of sustainable renovation in existing Chinese residential buildings, identifying barriers to implementation, and formulating more efficient renovation policies and strategies for the future.
