One of the benchmarks of the information age often forgotten is the proliferation of posters or billboards in and around workplaces, neighborhoods, airports, shopping centers, restaurants, theaters, libraries, schools, etc. More interestingly, through cell phones, posters are rapidly entering rural areas in developing countries. Although these posters come with specific messages and graphics – continually upgraded and tailored to people’s attention -- they hardly undergo scientific inquiry in circles concerned with information and communication technologies [ICTs]. The lack of attention raises questions on the role of information systems and related wireless devices being deployed in developing countries. The present paper aimed to canvass cell phone posters and unbundle the underlying practices and routines. As well as positioning posters at the center stage of ICT research, the present paper applied critical discourse analysis to inquire into ways in which development was represented or effected among populations in the rural Congo. The paper determined that posters were not centered on local populations and their day-to-day struggles/needs, and that the information conveyed on posters was not geared toward the development of the world’s poorest. The paper crafted some paths for future work in ICT fields and cell phone bodies of work.

Context is a key mediator of the relation between digital and development, including digital enterprise and development. Yet this mediation is little-understood in terms of contextual embeddedness. To address this gap, we analyse field evidence on digital start-ups in Latin America's four largest economies using the Triple Embeddedness Framework (TEF). We find digital start-ups have multiple, hybrid embeddedness: in product and digital sector regimes, in local and global industry regimes, and in their economic and socio-political environment. Successful digital start-ups have optimal embeddedness: strong enough to provide flows of knowledge and resources; not so strong as to constrain innovation. Positioning of global South digital start-ups on the relative periphery of the global economy has benefits; allowing ideas to flow in but offering some protection from external competition. Alongside this new conceptualisation of digital enterprise and development, conclusions are drawn for future research, government policy and business strategy.

Collaboration is fundamental to progress in the field of information and communication technologies for development (ICT4D) research where interdisciplinary teams are involved in the requirements elicitation, design, implementation and evaluation of context-sensitive digital solutions. Research collaboration harbors the potential for knowledge exchange, improving research impact and human development; it is often a requirement in grant applications for funding. Despite the known benefits and incentives, there is evidence that research collaborations between African countries are lacking compared to those with and between other geographic regions. Furthermore, research collaboration has been studied as a variable but theorisation of the concept is lacking. Therefore, the purpose of this paper is to theorize research collaboration as an object with affordances based on the perspective of novice researchers (master's, doctoral and postdoctoral students) in South Africa. The data capturing from a survey and focus groups with ICT4D novice researchers from different universities in South Africa produced 39 responses to be captured, transcribed and analyzed with Atlas.ti 8 using thematic analysis. The main contribution is the theorisation of research collaboration as an object with properties and then an investigation of the affordances offered to novice researchers together with the facilitating conditions and conversion factors influencing the actualisation of those affordances. The practical contribution is the insight gained into the perspectives of novice researchers as representatives of the future generation of research collaborators.
