“…It has been widely acknowledged that despite good wishes to make full use of limited resources in order to fulfil the large and still increasing need for mental health services in low‐ and middle‐income countries (LMICs), the community‐based rehabilitation (CBR) model tends to confront various complex situations on the ground. Despite great effort made to integrate mental health care into primary health care (Hanlon, Wondimagegn, & Alem, 2010) and ensure users covered by the welfare system (Puspitosari, Wardaningsih, & Nanwani, 2019), a large proportion of LMICs are still struggling with the low utilization of CBR services (Thornicroft, Deb, & Henderson, 2016). For instance, the Chinese government has established a nationwide CBR network since 2009, in which specialized hospitals refer the persons diagnosed with a severe mental illness (SMI) who are not in their acute period to the community healthcare centres (CHCs) in their habitats, community healthcare workers (including General Practitioners and primary healthcare nurses) approach their family proactively to provide the following family‐oriented services free of charge: psycho‐education to empower caregivers to better care for patients and themselves, follow‐ups and physical examinations to help family caregivers monitor patient’s symptoms, and in‐time upward referral for patients in need (Chen, Zhao, et al, 2019).…”
