This paper considers and analyzes a relevant issue of treatment of disturbed soils. The equipment to carry out various processes of mining reclamation of waste heaps and quarries with a significant reduction in the level of environmental risks through the operation of an energy-saving small-sized apparatus has been designed. The use of the developed soil reclamator is also adequate for pre-sowing and other types of agrotechnical tillage, plant care in agricultural fields, as well as in areas with a heterogeneous landscape. The functionality of the unit is able to provide energy autonomy and automation of the technological process. The low weight of the device makes it possible to reduce the pressure on the soil, which minimizes the environmentally hazardous formation of dust during the treatment of waste heaps, the destruction of its structure, the machine degradation of the fertile layer during the processing of all types of territories. The device also reduces the risk of fertile soils slipping from the slopes of mine dumps due to the fact that the soil reclamator is self-propelled and functions without the need to involve a heavy tractor. The mathematical modeling of the operation of the proposed technical support for the treatment of waste heap reclamation in comparison with the opposed analog proves the ecological and economic efficiency of the eco-adaptive soil reclamator. The average value of profit ratios, when using the proposed soil reclamator, is 121.82 % higher than with the involvement of opposed equipment. Indicators of the negative environmental impact of the designed equipment are 100 % lower than the environmental impact when operating the analog. The proposed technical solution can be effectively applied both in schemes of sanitary cleaning of settlements, and in the process of modernization of agricultural machinery

Домінуючий фактор здатен як зміняти вектор впливу з загроз на можливості, так і впливати на внутрішнє середовище системи.Внутрішнє середовище системи промислового відновлення на регіональному рівні (як основи економічної складової сталого розвитку регіонів) -це сукупність факторів, які формують довгострокову перспективу системи (відновлення економіки промисловості регіонів і, як наслідок, економічної складової сталого розвитку, але перебувають під безпосереднім контролем та на які (або через якіі) система може здійснювати трансформаційний вплив[16]. This article focuses on the importance of a methodological approach to building a management system for industrial recovery in regions and the integration of skilled labor into the regional economy even during wartime. The purpose of the article is to provide a scientific justification for the impact of internal and external environments on the regenerative processes in the industrial economy during the period of martial law and after the cessation of hostilities, as components of the system for restoring the industrial potential of regions. A comprehensive and interconnected examination of the challenges facing the state today with the systemic problems of the development of the industrial economy in the pre-war period lays the foundation for successful transformational transformations and the speed of regenerative processes of economic and social recovery. The author claims that the economic-social, economic-ecological and social-ecological components of recovery processes are closely related and affect the final result - industrial recovery today and sustainable development of regions and the state in the future. The author notes that transforming the challenges of the external environment into opportunities in building the industrial recovery system through the application of a management system embodies an additional resource for optimizing and accelerating the regenerative processes in the industrial economy. This requires a broad, comprehensive analysis of the interplay between internal and external environmental factors for transformational changes of external challenges into additional opportunities, thereby enhancing the hidden, existing, and underutilized potential of regions through the construction of quality coordination processes in the industrial recovery system. The article elaborates on the theoretical and methodological justification for the impact of effective management and coordination approaches on the restoration processes to achieve the ultimate goal – the recovery of the industrial economy and sustainable development of the region, determining optimal models for operational monitoring of process progress, studying the impact of cutting-edge technologies on recovery processes, as well as overcoming technological gaps and creating conditions for the return of skilled migrants to Ukraine.

The paper pursues more critical generalization of threats and risks in the field of environmental protection activities in the conditions of armed aggression against Ukraine, and, accordingly, to clarify the institutional conditions for the introduction of the best international experience for the prevention and minimization of possible consequences in the spheres of national security and defense. The strategic priority for the modern development of the country should be ensuring the environmental safety of people, society, and the state. The demands of the modern world leave no chance for Ukraine to study as widely as possible the international experience in the field of public administration and environmental protection activities in the system of collective security. The study of problems in the system of environmental protection supervision showed the interrelationship and interdependence of all factors, components, directions and mechanisms of formation and implementation of state policy in the system of national security and defense. There is an urgent issue regarding the need to create conditions for ensuring environmental security in the system of the Armed Forces of Ukraine in order to protect national interests in the activities of business entities of the military-industrial complex. The reasons for them are the shortcomings of public management and the manifestation of potential changes in the environmental sphere. Military events related to Russian aggression against Ukraine also complicate the situation in this area. Both internal and external threats and risks to national security and defense do not arise without good reasons. The implementation of priority areas of state regulation of environmental protection activities requires consistency, systematicity and comprehensiveness of their introduction, and environmental intelligence is the foundation for the construction of the entire structure, it provides for the prevention and minimization of the occurrence of threats and risks in the spheres of national security and defense.
