Improving processor efficiency by statically pipelining instructions

Abstract: A new generation of applications requires reduced power consumption without sacrificing performance. Instruction pipelining is commonly used to meet application performance requirements, but some implementation aspects of pipelining are inefficient with respect to energy usage.
