Importance of safety considerations in site layout and organization

Abstract

Site layout and organization are important management functions which influence all aspects of work on a construction site -from construction methods and sequence to health, safety, and productivity. The design of site layouts is often arbitrarily carried out without a full evaluation of all the relevant factors. The organizational framework within which many projects are carried out also leaves much to be desired with lack of adequate structures and facilities for managing safety. In many cases, site and project managers tend to focus on considerations such as optimizing productivity without adequately taking into account the health and safety implications. This is despite the fact that there is major scope for preventing, or minimizing, the effects of many construction site accidents through appropriate site layout design and organization. This article examines the need for safety to be integrated into site layout and organization at the earliest possible stages of a project. It reviews previous studies and explores the legal framework within which many contractors in the United Kingdom operate. Guidelines for the integration of safety considerations into site layout design and organization are also presented. The benefits of improving construction site safety through better site layout and organization are highlighted.Résumé : L'arrangement et l'organisation du site sont des fonctions de gestion importantes qui influencent tous les aspects de travail sur un site de construction -allant des méthodes de construction à la santé, sécurité et productivité. La conception des arrangements de site est souvent arbitraire, accomplie sans une évaluation complète de tous les facteurs pertinents. Le cadre organisationnel dans lequel plusieurs projets sont effectués laisse beaucoup à désirer avec un manque de structures et aménagements adéquats pour la gestion de sécurité. Dans plusieurs cas, les gestionnaires de sites et projets ont tendance à se concentrer sur des facteurs tels que l'optimisation de productivité sans considérer adéquatement les implications sur la santé et sécurité. Ceci malgré le fait qu'il y a lieu de prévenir, ou minimiser, les effets de plusieurs accidents sur les sites de construction à travers une conception et organisation appropriées des arrangements de sites. Cet article examine le besoin d'intégrer la sécurité dans l'arrangement et l'organisation de site au stade le plus hâtif du projet. Il révise des études précédentes et explore le cadre légal dans lequel opèrent plusieurs contracteurs dans le Royaume Uni. Des directives pour l'intégration des facteurs de sécurité dans la conception et organisation de l'arrangement de site sont aussi présentées. Les bénéfices de l'amélioration de la sécurité dans les sites de construction à travers un meilleur arrangement et organisation du site sont aussi présentés.
