Importance of safety considerations in site layout and organization

Abstract: Site layout and organization are important management functions which influence all aspects of work on a construction site -from construction methods and sequence to health, safety, and productivity. The design of site layouts is often arbitrarily carried out without a full evaluation of all the relevant factors. The organizational framework within which many projects are carried out also leaves much to be desired with lack of adequate structures and facilities for managing safety. “…Apart from unsafe worker behavior and site conditions, available statistics also cite misuse of heavy equipment and improper handling of materials as major factors causing accidents. Cranes and falling objects are among the leading causes of construction accidents (Anumba and Bishop, 1997; OSHA, 2003; NIOSH, 2000). According to OSHA (2019), in total, 5,333 workers died on the job in 2019 (3.5 per 100,000 full-time equivalent workers)—on average, more than 100 a week or about 15 deaths every day; about 20% (1,061) of worker fatalities in private industry in 2019 were in construction–accounting for one in five worker deaths.…”

Therefore, safety is one of the most important objectives in construction layout planning [31], which should be taken into account during site layout planning and optimization. Secondly, on the jobsite, the performance of task executions and equipment operations are impacted by the facility layout.…”
