In the literature, there is much debate on how to make Industrial Symbiosis (IS) successful and on the factors that may potentially affect its implementation, including networking and innovation. They have so far found limited space for investigation in favor of other technical and economic aspects, such as the nature of the processes involved, regulatory issues, economic feasibility, and stakeholders involvement. However, in some cases, they may become relevant, especially when considered together and in their synergistic interaction. An interesting context to be considered in this respect is that of the Innovation Poles (IPs), which are government-sponsored consortia, created within EU programs with the objective of stimulating innovation within network of organizations and that promote the competitiveness in specific industries or value-chains at a local or regional level. In the present article, we firstly discuss how these topics have been so far addressed in IS studies, and then we analyze the main features of the IP model with the aim to understand if, and through which mechanisms, it can contribute to the development and spread of IS. A literature overview through desktop analysis and direct research, which particularly focused on the Italian IPs, provided the knowledge basis of the study. The results highlight the positive role that the IP model could play, both for its institutional activity of production and dissemination of knowledge and innovation, and, mostly, if considered as an applicative context for IS.

Incorporating industrial symbiosis benefits into biorefinery opportunities can reduce new investment costs and possibly improve the green credentials of processes. The existing wood‐processing cluster at Kawerau, New Zealand, with easy access to wood‐processing residues, excess on‐site geothermal energy, and on‐site use of products, could provide significant symbiotic benefits for the development of biorefinery opportunities. To quantify the potential benefits of this site symbiosis, we undertook a detailed techno‐economic and risk analysis for co‐production of bark briquettes and tannin adhesive from wood bark in greenfield and in Kawerau scenarios. Kawerau site benefits were quantified and their impacts on opportunity viability were assessed. Symbiotic use of the tannin adhesive produced on site and the use of the geothermal heat available in Kawerau reduced the utility cost by 45% and total capital investment by 56% compared with a greenfield operation. This improved the overall economics significantly, with the internal rate of return increasing from 6 to 22%. Monte Carlo simulations showed that the water : bark ratio and tannin yield have profound effects on process economics. Process improvements show a greater effect on improving the overall economics than price volatilities of input materials. The study findings confirm the significant economic benefits of incorporating industrial symbiosis at existing wood‐processing sites, and help to identify research needs for tannin process improvements. © 2021 Argonne National Laboratory. Eco‐industrial parks (EIPs) combine the concepts and principles of industrial ecology (IE) and industrial symbiosis (IS) to enable environmentally‐friendly industrial manufacturing capacity. The current reality is that many EIPs are developed from ageing industrial parks (IPs). However, how such EIP transformation projects are managed by diverse public and private stakeholders is largely unknown. This study summarises the results of a systematic literature review (n = 61) to identify a five‐stage process of EIP transformation. Five key stakeholders and influencing factors are identified, and drawing on process theory, a framework is developed that highlights how these stakeholders work together over time. While this study serves as an overview of the body of knowledge on the business and social aspect of EIP transformation, the main contribution of this work is the propositions on the interactions and order of stakeholders embedded in the framework, which can guide future research especially on the early stages of EIP transformation. In practice, EIP project managers can judge the stage of the project based on the project status and work back from actions entities undertake to progress the project systematically.
