Implementing and enforcing a smoke‐free policy and by‐law on hospital grounds at Central Coast Local Health District

Abstract: Issue addressed Smoking by patients, staff and visitors on the grounds of Central Coast Local Health District (CCLHD). Methods NSW Health introduced a smoke‐free buildings and vehicles policy in 1988. A smoke‐free grounds policy was implemented in 1999, and a smoke‐free by‐law adopted by CCLHD in 2013, making smoking on CCLHD grounds an offence. “…Smoke‐free by‐law compliance on CCLHD grounds was supported by other strategies, including signage, playing no smoking announcements and classical music on speakers at hospital main entrances, and the provision of nicotine replacement therapy (NRT) to staff and patients 16 . The combined effect of all these strategies has contributed to hospital campuses where visitor smoking rates are very low (<0.6% since December 2010 at Wyong Hospital), though some smoking behaviour still occurs in high‐profile locations particularly among visitors and patients 16 .
