Implementing a “Good Neighbor” Policy: Designing a State-of-Theart Headworks Facility for Minimal Odor Generation

Abstract

Many facilities today are facing the challenges of decreasing budgets, increasing capacity needs, and increasing operating costs. The Clark County Sanitation District (District) is no exception with one of the fastest growing populations in the United States. The recent residential and tourist population explosion in the District's service area has resulted in the need for cost effective approaches to dealing with the increasing sanitation demands of the community. As the population grows, new housing developments, recreation areas, and commercial centers have been constructed in close proximity to the treatment plant. To address these issues, the District developed a "good neighbor" policy in the design of its new centralized headworks facility incorporating state-of-the-art features for maximum treatment flexibility, controlled capital expenditures, minimal operator attention, and reduced odor generation.
