“…Adequate SMS requires a comprehensive investigation of the attributes that contribute to accidents. Yiu et al (2018) examined the efficiency of implementing the SMS in the Hong Kong construction industry, and a similar study was performed for developing countries in the research of Kheni et al (2010). Root cause analysis is commonly used to explore the core reasons behind a problem.…”

“…To proxy the safety outcome, a number of indicators for the environmental, operational and personal characteristics of an organization and project could be set out [8]. There were a number of motivation factors identified through qualitative approaches, e.g., literature review and structural interview with the professionals [9]. These factors characterize the quality and level of achievement of SMS and the proxies (or outcomes) which reflect the operational and safety performances.…”

Since the total contract sum of construction projects and density of infastructure development are high in Hong Kong, results of this study should be impactful in the area, given the constraints of financial budget, legal requirements (both mandatory and voluntary) and contractual obligation [9].…”

“…Owners must have the willingness to sanction safety-related cost. Scarcity in safety-related cost has a great influence on construction accidents, and this cause is common in many countries, especially in developing and underdeveloped one (Tam et al 2004;Williams et al 2019;Yiu et al 2018). Workers are the primary victims of the construction accidents, and they are in physical contact with accidents than any other project participants in construction.…”
