Palabras clave: productos químicos, gestión, ciclo de vida RESUMENEn la actualidad existe en México, así como en otros países, una percepción errónea de inocuidad de las sustancias químicas debida en parte a la presencia generalizada de éstas en la vida diaria. Sin embargo, los problemas de salud y los daños al ambiente derivados de su mal manejo son reales, graves y están afectando a las poblaciones en el presente y podrían afectar a las generaciones futuras. Asimismo, están contribuyendo de manera significativa a la degradación del ambiente con los consecuentes impactos sobre la biodiversidad, los ecosistemas, la calidad del agua, el aire, el suelo y las fuentes de alimentación. El propósito de esta revisión es presentar el estado actual de la información y de los instrumentos de regulación existentes para las sustancias químicas en México. En primer término se aborda la relevancia de aplicar el concepto de ciclo de vida y se proporciona un panorama actual de las fuentes de información e instrumentos regulatorios para cada etapa de este ciclo. En segundo término se mencionan enfoques, perspectivas y recomendaciones que pudieran resultar en un manejo más adecuado de las sustancias químicas en México. Key words: chemical substances, sound management, life-cycle ABSTRACTIn Mexico, like in other countries, a wrong perception of harmlessness currently exists for chemical substances, due in part to their generalized presence in everyday life. However, health problems and environmental harm due to their unsound management are real, serious and are affecting the present population and could affect as well future generations. Chemical substances contribute significantly to environmental degradation with the consequent impacts on biodiversity, ecosystems, water quality, air, land and food supply. The purpose of this review is to present the current state of information and legal tools for chemical substances management in Mexico. In first place the relevance to apply the life-cycle concept is addressed and information sources and regulatory instruments for each step of the cycle are cited. As a second step, perspectives, approaches and recommendations that could help in a more rational management of chemical substances in Mexico are provided.

The Deployment of Product-Related Environmental Legislation into Product Requirements

Environmental legislation is increasingly changing its focus from manufacturing-oriented to product-oriented instruments. Compliance with product-related environmental legislation is achieved by the incorporation of environmental requirements into the early phases of the product development process (PDP). Nevertheless, the deployment of product-related environmental legislation into product requirements is still a challenge. This study followed an inductive approach to propose a guideline to support the identification, analysis and deployment of product requirements based on product-related environmental legislation. The guideline is composed of nine steps, clustered into three groups according to their main objective: (A) identification of environmental product-related legislation; (B) identification of legislative topics to be considered for the deployment of requirements; and (C) creation and validation of product requirements. The product requirements deployed are to be considered during the PDP. The guideline was evaluated in an expert consultation in a large manufacturing company, suggesting that it can be used to support the systematization and deployment of product-related environmental requirements.
