“…When the buffer layer is defective, white powders appear at the contact area between the water‐blocking tape and the aluminium sheath, which changes the volume resistivity ρ and relative dielectric constant ε r of the inner and outer water‐blocking tape in section L 1 . The volume resistivity and relative permittivity of the new water‐blocking tape are 1.3 × 10 2 Ω·m and 32.3, but the defective ones are 3.2 × 10 5 Ω·m and 12.5 [20].
