This paper is an initial exploratory study that provides recommendations for the sustainable development of future automated and connected transport (ACT) systems in Romania. To achieve this, our paper investigates the different factors that influence mobility behaviour related to ACT systems through two different themes. The first part analyses (i) the strategic framework that is relevant to future ACT deployment and (ii) the spatial development patterns of large cities in Romania that might influence future mobility behaviour based on ACT systems. We presumed, and the study confirmed, that there is currently a poor focus on ACT systems in strategic documents and that the current spatial patterns show some premises for unsustainable mobility behaviour based on ACT systems. The second part describes the results of our analysis on the WISE-ACT survey deployed in Romania. We explored how informed Romanian citizens are about AVs; whether they are ready to use them; and what perceptions, concerns, and attitudes might influence their mobility behaviour when using ACT systems. The present analysis mainly shows that the perceptions of Romanian citizens are widely similar to those of citizens from other countries and that, for Romania, the orientation towards unsustainable forms of individual travel is maintained in terms of the future use of AVs. The recommendations that are presented here primarily address the spatial and attitudinal factors that have been identified as prerequisites for unsustainable future mobility behaviour linked to ACT systems.

In this paper we study the impact of having used an automated taxi (AT) or simply living in a city where ATs are operating on users’ preferences for and attitudes toward ATs. This paper aims then to contribute to the research on ATs and on the impact of experiencing innovations. Data were collected in three major cities in China where ATs were in operation (AT cities), and other major cities where only normal taxis (NTs) were operating (NT cities). A stated choice (SC) experiment was built that included level-of-services attributes, specific AT in-vehicle features, levels of AT adoption and customers’ reviews. In addition, a set of attitudinal statements was included to measure injunctive norms, hedonic motivation and trust. Hybrid choice models were estimated accounting for intra-individual correlation. Results show that living in a city where AT are operating does not affect the willingness to pay for travel and waiting time, which is an expected result. But those living in AT cities compared with those living in NT cities are willing to pay just half the amount to have the in-vehicle feature “change destination during the trip” and around three times as much for good reviews about ATs for trips less than 30 min. Interestingly, trust has a positive and significant impact on the choice of AT only for those living in NT cities, while hedonic motivation is significant only for those living in AT cities. Finally, we did not find differences between those who had used an AT and those who had never used it.

Travel time is less costly if it is comfortable or can be used productively. One could hence argue that the value of travel time (VTT) of car travellers in economic appraisal should be differentiated by road type, reflecting differences in road quality. We explain the theoretical foundation for such a differentiation, review the relevant literature and show the results of an empirical case study based on actual route choice of highway drivers in Norway. We find little existing literature discussing the link between road type and VTT, but closely related findings suggest that that the impact on VTT could be substantial. Our empirical case study also suggests that the VTT is lower on higher quality road types. Applying this to economic appraisal would imply higher user benefits of road projects that improve road quality.
