Urban nature spaces are increasingly recognized as essential urban features providing crucial amenities to the residents’ health and well-being. While many studies have been conducted focusing on the influence of green spaces on house prices, very few have explored the impact of urban blue spaces. In this study, we analyzed the proximity effects of different types and sizes of urban blue spaces on property value in Changsha metropolis, China, and examined the spatial quantile effect across different housing prices. A two-stage instrumental method (2SLS) hedonic model was employed to evaluate the impact of different types of urban blue space: river (mainstream and tributary), wetland park, and lakes (large, medium, and small). Spatial quantile regression (SQR) was then used to measure the spatial effect of accessibility on various house price ranges. The 2SLS results show that, except for small-sized lakes, proximity to blue spaces significantly increases property value. Analysis of the SQR model reveals that proximity to major blue spaces increases the marginal willingness-to-pay among homebuyers of high-priced properties, while ordinary blue spaces are more attractive to buyers of low- and medium-priced houses. This may be broadly related to the level of education, utility, and sensitivity to ecosystem services across income groups. Based on these findings, we recommend that urban planners adopt different strategies to promote space utilization efficiency. This is one of the few studies that analyze the capitalization of blue space accessibility in house prices across different quantiles. By categorizing blue spaces and employing the SQR model, this study found the effect of blue spaces on housing prices to be heterogeneous, providing new perspectives to the existing literature.

Purpose This paper aims to explore one question: to what extent does urban rehabilitation impact the housing search cost of the low-income tenants. Design/methodology/approach This paper adopts the fixed effects time-on-market (TOM) model and pricing model to study the research question. Findings Urban rehabilitation lifts the subdivided units (SDUs’) prices by around 7%. For the SDU located in old districts, urban rehabilitation gives rise to the rental price up by 11%–12%. The SDUs in the area without urban rehabilitation experience a short marketing period of 16%–17%. The SDU located in the old district that is without urban rehabilitation would have a short marketing time. Originality/value To the best of the authors’ knowledge, this is the pioneering research to investigate the relationship between rehabilitation and low-income rental housing from the improved search theory. The improved search theory posits that under the circumstance of urban rehabilitation, low-income tenants’ options are limited and the search behavior will be restricted in the affordable areas, and then TOM will be shortened. With the concentration of SDUs in Hong Kong, the test of the search theory is broken down into two hypotheses. (H1) Urban rehabilitation leads to low-income housing prices increase. (H2) Low-income housing located in areas without urban rehabilitation has a shorter TOM.

Safety has long been regarded as one of the most important functional requirements of buildings. However, building safety in Hong Kong has long been jeopardised by the proliferation of unauthorised building works (UBWs), which are essentially works constructed without any prior approval or consent of the government. Due to the acute problem of housing supply–demand imbalance, the numbers of illegal subdivided units (ISUs) in the city have been increasing since the early 2010s, frequently resulting in injuries and deaths amongst the residents. It is therefore a matter of urgency for the government to tackle the problem. Speculative property owners construct ISUs in their premises for economic gain so the government needs to enforce rules against the construction of ISUs. Building inspection should be carried out to uncover cases of illegal construction for subsequent enforcement actions. In this article, a game-theoretic model for the strategic control of existing buildings in Hong Kong is developed to illustrate that, when the level of punishment against ISU increases, the less frequent ISU inspections needed by the government will be, and concurrently, the chances of ISU construction by property owners will decrease. The model offers valuable insights into why Hong Kong’s building control system fails to solve the problem of ISU proliferation in the city.
