Smallholder Irrigation Schemes (SIS) are pivotal in sustaining livelihoods and creating employment in rural communities of South Africa. However, despite the revitalization and rehabilitation of SIS by the government, the performance of farmers is still below par. This study evaluates the performance of water-users across four SIS in KwaZulu-Natal Province (KZN). Technical Efficiency was used as a proxy for performance and the Stochastic Meta-Frontier Analysis method was employed to measure the overall efficiency across 306 households. The efficiency model results showed that governance index, psychological capital, land tenure security, credit access and gender affect water-users' technical efficiency. The study concludes that interventions should be geared toward strengthening institutions and the empowerment of farmers through relevant training and access to credit. Furthermore, adequacy of water and its availability in the schemes should be improved to ensure profitability and productivity of water.

South Africa faces many socio-economic challenges, which include sluggish economic growth, increasing unemployment rates, increasing inequality, and high poverty levels., This paper focused on examining how spatial inequality causes these socio-economic issues. The main thrust of the paper is to briefly investigate two major aspects, firstly the root cause of spatial inequality in South Africa, and secondly the impact that spatial inequality has on socio-economic indicators such as economic inequality, poverty, and employment levels. This research used a mixed methodology approach. Empirical research findings proved that apartheid policies contributed to high levels of poverty and inequality in South Africa. As the empirical results show, the existing inequalities in South Africa are predominantly based on a racial sub-group basis, which confirms the causal relationship with historic apartheid spatial policies enforced on a racial basis. Primary research findings depicted that the post-apartheid era is characterised by high poverty levels and huge inequality with the bulk of blacks exposed to diverse macro-economic challenges. Policy recommendation-wise, it was suggested that the government should continue to redress the systems of apartheid and use policies that help to eradicate poverty.

PurposeThe authors examine the association between infrastructure and a household's resilience capacity against shocks and the impacts of a household's resilience capacity on household consumption and poverty.Design/methodology/approachThe authors use panel data (collected in 2010, 2013 and 2016) from 1,698 households in Thailand and 1,701 households in Vietnam and employ an instrumental variable approach.FindingsThe authors find that transportation and information and communication technology (ICT) infrastructure help improve households' absorptive capacity in coping with shocks. Furthermore, this capacity can prevent households from reducing consumption and falling into poverty.Practical implicationsRural development policies should attend to transportation and ICT infrastructure.Originality/valueThe authors establish empirical evidence on the association between infrastructure and a household's resilience capacity and the impact of resilience capacity on poverty.
