Source water protection (SWP) is increasingly seen as effective in reducing the incidence and extent of drinking water crises, yet its facilitation requires certain measures. Canada has one of the most decentralized water governance systems in the world. We sought to understand the experience and impacts of drinking water crises at community and government levels in a decentralized context: the Canadian province of Newfoundland and Labrador through cross-case analysis. We selected our three study communities through a database of media reports in 2014 followed by invitations to community leaders. We used descriptive and qualitative methods, specifically structured interview schedules with both closed-and open-ended questions, and interviewed four community leaders and three provincial government officials. We used NVivo in data analysis, especially in the identification of themes. While government officials defined water crises largely in terms of SWP, this was not the same for communities, whose concern was mainly water access, specifically water shortages. Thus, while the prioritizing of SWP can be useful, the current focus on SWP has the potential to overlook aspects of water security, particularly in some rural and Indigenous communities in Canada. If we envision water security as a ladder representing a hierarchy of needs, some communities are too far down on the ladder to operationalize SWP because their water problems are more extreme.

River basins are difficult units to manage. Society is generally not organized on the basis of river basins, yet river basins are important units for society and vice versa. This paper discusses the development and effectiveness of river basin management, using the Great Ouse Basin in the east of England as an example. Because of conflicting interests between upstream and downstream areas in this basin, it took some 70 years, from 1850 to 1920, to establish the first basin-wide management body, and because of these interests this body was initially not very effective. Over the years management was scaled up until in 1989 a national rivers authority was established. A fundamental issue was the lack of a sense of community at the basin scale. This could have mitigated the conflicts of interests and facilitated better cooperation. The paper recommends more research on the role of community in river basin management and suggests to extend the notions of 'institutional' and 'socio-ecological fit' to include 'community fit'. ABSTRACT. The present work aimed to compare the physical and chemical quality of domestic sludge in the city of Pentecoste, State of Ceará, Brazil, to fish pond effluents from the Aquaculture Research Center of the Departamento Nacional de Obras Contras as Secas -DNOCS, located in the same city. The work was carried out in Pentecoste (State of Ceará, Brazil) in three sampling campaigns, with 30-day intervals between them. In each campaign, four samples were collected at different points of the following sites: (1) fish pond supply channel from the Aquaculture Research Center (CPAq) of the DNOCS; (2) fish pond drainage channel of CPAq/DNOCS; (3) tap water from four homes in Pentecoste; and (4) domestic sludge channel of Pentecoste. In the lab, samples were analyzed for dissolved oxygen, total ammonia, free CO 2 , nitrite, reactive phosphorus, electric conductivity and chemical oxygen demand (COD), following standard methods. It was concluded that Pentecoste's domestic sludge has a much stronger eutrophication impact on the receiving water than that caused by the CPAq/DNOCS's fish pond effluents.
