Illegal Use of Loading Bays and Its Impact on the Use of Public Space

Abstract: Loading bays are public spaces reserved for the operation of freight vehicles, and it is well known that there are significant problems concerning their use due to non-compliance with existing regulations. Unlawful use of loading bays leads to double parking, or to parking on the pavement or in restricted areas. This article has two objectives: Firstly, the study and analysis of the use of loading bays (type of demand, parking duration, illegal use, etc.), as well as their use according to their morphology. Se… Show more

“…One of the problems related to delivery bays in cities is that, in many cases, parking supply is lower than demand by carriers (CERTU [10]; Alho and e Silva [2]; De Oliveira and Guerra [24]; Letnik et al [38]). In consequence, freight vehicles double-park along the street or at intersections to load and unload (Ezquerro et al [30]). Congestion and therefore pollution increase, mainly during peak hours.…”

“…Congestion and therefore pollution increase, mainly during peak hours. Double-parking entails a cost for transport operators due to the possibility of being fined and, moreover, they in turn are affected by congestion (Ezquerro et al [30]).…”

“…A simulation-optimisation approach has been used to model the discrete events of all the agents involved in each scenario. This allow us to integrate this model in further researches dealing with other operational analysis needed to check the transit and traffic network performance such the loading zone use regulation complying (Ezquerro et al 2020) or the on-street parking availability as an alternative to the loading zones.…”
