O ensaio trabalha com a hipótese de que um modelo de governança local, incentivado por grandes atores no cenário geopolítico transnacional, pode oferecer resposta à escalada de discursos populistas contra as instituições vigentes. Por meio de análise da literatura a respeito das transformações do Estado contemporâneo, procura-se identificar fatores que contribuem para a crise de legitimidade da democracia representativa e sua correlação com a emergência de figuras populistas no cenário, dentre os quais as crises fiscais estatais e a ineficiência dos mecanismos tradicionais destinados a equacioná-las. A seguir, sustenta-se a necessidade de recuperação de um modelo que persiga as bases legitimatórias por meio do incremento da qualidade da democracia, para então se afirmar o papel da comunidade transnacional na busca de uma agenda de governança. A perspectiva de análise combina achados descritos na literatura sociológica de orientação weberiana com uma sugestão de desenho institucional próprio de uma pesquisa que se propõe a produzir efeitos na organização normativa da sociedade.
