Organizations invest in digital transformation (DT) programs to digitize, digitalize, and integrate products, processes, services, and data. This research explores the management disciplines, both accepted and emerging, underlying program management in the context of DT. Case analyses from two DT programs explore program management elements. Findings suggest strong support for the existing program disciplines of governance, benefits management, and change management. Three disciplinary elements also emerged—aligning multiple digital architectures, developing product management capabilities, and transforming human capital in low-code environments. Research into DT programs has much to contribute to our understanding of program management and successful DT initiatives.

Leveraging digital technologies is a major concern for companies and has significant implications for their information technology (IT) functions. In many cases, a bi-modal IT function is established: a 'traditional IT' mode focusing on the stability and exploitation of existing IT resources and an 'agile IT' mode focusing on exploring new technologies.Whereas previous research has predominantly taken an organisational-level view of bi-modal IT by treating it as a single, aggregated entity, we provide a micro-foundations perspective on the intricate and paradoxical interrelationships between the two IT modes. Based on a multi-case study with companies from different industries and of varying sizes, we uncover nine core tensions between traditional IT and agile IT as manifestations of five underlying paradoxes. We also identify corresponding management practices to address these tensions and paradoxes. Our study contributes to Information Systems research by disaggregating bi-modal IT and capturing the tensions and their underlying paradoxes at the organisational and individual levels that bi-modal IT entails. By highlighting the intricate interdependencies between the traditional and agile IT modes, we show that bi-modal IT can be messier and more contested than previously anticipated. PurposePrior research has highlighted the pervasive importance of digital technologies in business and societal settings, but their enabling role in digital transformation, and effective forms of organization to address tensions that arise during attempts to promote it, have been insufficiently explored. Therefore, the purpose of this paper is to investigate how and why tensions affect clusters established to foster digital transformation.Design/methodology/approachEmpirical data were acquired through a qualitative exploratory holistic single case study, focused on the Swedish Cluster of Forest Technology. This included interviews with informants, selected by homogeneous purposive sampling, and event observation to investigate the personal perspectives of representatives of every company engaged in the cluster, followed by a thematic analysis of their comments.FindingsThe case study revealed three major tensions, between knowledge flow, collaboration and competition, but also others that were interrelated with those major tensions, related to matters such as trust and protection of intellectual property, power equality and hierarchy, and networks that must be managed in digital transformation efforts.Originality/valueThe paper extends understanding of the tensions that arise, and their management, in digital transformation processes.
