The study was conducted in 2023 with the aim of finding out the constraints perceived by members of FPOs in Varanasi District, Uttar Pradesh. The Varanasi district was purposively selected for the study, focusing on FPOs with more than 5 years of existence. Among the 29 registered FPOs in the district, only four FPOs met this criterion, namely; Kashi Vishwanath Farmer Producer Company Limited (KVFPCL), Rameshwar Farmer Producer Company Limited (RFPCL), Shivansh Krishak Producer Company Limited (SKPCL), and Jayapur Seed Producer Company Limited (JSPCL). The stratified random sampling method was used with proportional allocation. 35 respondents were selected from KVFPCL and RFPCL, while 25 from JSPCL, and 55 from SKPCL were selected proportionally to make the sample size of 150 respondents., ensuring a representative and comprehensive sampling approach across these four FPOs. The statistical analysis of the collected data was conducted using the Henry Garrett ranking technique. The results revealed four types of constraints perceived by the members of FPOs. In technical constraints, underdeveloped storage facilities ranked first with a GRS of 78.05, and underdeveloped processing facilities ranked second with a GRS of 70.44. In labour and economic constraints, the lack of skilled labour in harvesting and processing secured the first rank with a GRS of 73.12, while the shortage of labour during harvesting ranked second with a GRS of 62.69. Regarding marketing constraints, the fluctuation of prices every year came in first with a GRS of 65.24, and low produce prices ranked second with a GRS of 62.55. Lastly, in organizational and financial constraints, the lack of proper infrastructure claimed the first rank with a GRS of 62.67, while the absence of connections with financial institutions ranked second with a GRS of 49.36.These insights provide valuable guidance for enhancing the productivity and sustainability of FPOs in the region and similar contexts.

Measuring performance of farmer producer organisations using data envelopment analysis

Purpose Farmers producer organisations (FPOs) play the most crucial role in the agriculture supply chain system, aiming to redress the balance between farming and marketing activities of agricultural produce. The purpose of this study is to assess the performance of FPOs using data envelopment analysis (usually referred to as DEA) on 34 FPO units selected from the state of Rajasthan. Design/methodology/approach One of the most commonly used techniques to examine business performance is the application of DEA. The application of DEA requires the selection of inputs and outputs. This study takes three inputs and three outputs based on the insights drawn from the field survey. While the input variables consist of total assets, paid-up capital and the number of economic activities, the three output variables are turnover, net profit and number of members benefitted. Broadly, these variables encapsulate the operational performance of the business units. Findings This study’s findings reveal that the estimated relative efficiency score of the input-oriented CCR (Charnes, Cooper, and Rhodes) model ranges from 0.06 to 1. Interestingly, only one FPO has reported a relative efficiency (RE) score of one, whereas the remaining FPOs fall below the efficiency frontier. However, 15 FPOs report an RE score of one in the output-oriented CCR approach. Considering the estimates obtained in the input- and output-oriented BCC (Banker, Charnes and Cooper) models, this study found that about 20% of the FPOs report an efficiency score greater than 0.80. Moreover, three FPOs are on the frontier line. An examination of the scale efficiency score in the input-oriented model, 45% of the FPOs have an efficiency score greater than 0.80, whereas almost all FPOs achieve a scale efficiency score greater than 0.80 in the output-oriented model. Overall, the results imply that the FPOs should place greater emphasis on the efficient utilisation of the inputs to enhance the overall business performance and productivity. Research limitations/implications The findings of this study provide vital insights into the specific inputs and outputs that determine the performance efficiency of FPOs and identify the potential areas for improving the existing inefficient FPOs. Originality/value This study contributes to the repository of the existing empirical studies in three distinct ways. First, the authors hardly found any previous studies that quantitatively assess the business performance of FPOs using the DEA technique. Second, the effort to identify the slacks associated with each input and output variable in input- and output-oriented models gives insights on improvable areas for inefficient FPOs. Third, the authors attempt to demystify the empirical obfuscations by highlighting the major challenges FPOs face in the state of Rajasthan.

Farmer Producer Organizations (FPOs) are platforms that serve for the growth and development of farmers in both rural and urban areas. Social capital is an asset that is studied by observing interactions and the relationships prevailing in collective organizations. In this paper, we study the contribution of social capital which is a critical element in the effective progress of Farmer Producer Organizations (FPOs). Level of derived benefits is one of the five components of Social Capital of the FPOs. Forty actively functioning Farmer Producer Organizations in Southern districts of Tamil Nadu were taken for this study. The sub components of derived benefits include eliminating intermediaries, marketable produce, better price for produce, quality consciousness, declining migration, access to resources, advance payment facility, assured price, livelihood improvement and provision of enhanced advisory (These are the 10 criteria under which the level of derived benefits was studied). Mean scores and percentage analysis were calculated to examine the contribution of each subcomponent in the sample of organizations. The results indicate that the components of Social Capital such as marketable produce, better prices for produce, quality consciousness, declining migration, access to resources, assured price, livelihood improvement, and provision of enhanced advice have been gained by more than half of the FPOs. Areas like eliminating intermediaries and advance payment facilities should be focused more on increasing social capital which in turn increases the performance of the organizations.
