Drought is a natural disaster that is generally defined as precipitations which are significantly below the precipitation recorded in normal times. Drought has been classified as meteorological, hydrological, agricultural, and socio-economic by many researchers. Hydrological drought takes place when deficiencies in the surface and ground waters occur as a result of the long-term lack of precipitation. In this study, a hydrological drought analysis has been performed for Kızılırmak Basin which is the second biggest basin of Turkey by using streamflow drought index (SDI) and innovative trend analysis (ITA) for the time scales of 1, 3, 6, 9, 12-month. Monthly mean streamflow records of 7 stations are obtained from the General Directorate of State Hydraulic Works (DSİ). Drought severity and drought duration which is two important drought characteristics have been calculated for each time scale with their occurrence term. Results have shown that Mild Drought and Wet (SDI≥0) have the highest percentage of occurrences. Using Run Theory, the longest lasted and highest drought has been noted in the SDI-12-time scale of E15A017 station with 149.72 and 103 months as severity and duration, respectively. From the highest severity and longest lasted droughts, it is seen that starting with 2000, the basin is exposed to the highest occurrence of droughts. ITA results have shown that in most of the SDI series of any time scale a trend is existent and these trends are mostly decreasing trends. Therefore, the results of this have shown that the basin needs to be kept from the potential effects of droughts with effective water resources management plan.

The effects of developing technology and rapid population growth on the environment have been expanding gradually. Particularly, the growth in water consumption has revealed the necessity of water management. In this sense, accurate flow estimation is important to water management. Therefore, in this study, a grey wolf algorithm (GWO)-based gated recurrent unit (GRU) hybrid model is proposed for streamflow forecasting. In the study, daily flow data of Üçtepe and Tuzla flow observation stations located in various water collection areas of the Seyhan basin were utilized. In the test and training analysis of the models, the first 75% of the data were used for training, and the remaining 25% for testing. The accuracy and success of the hybrid model were compared via the comparison model and linear regression, one of the most basic models of artificial neural networks. The estimation results of the models were analyzed using different statistical indexes. Better results were obtained for the GWO-GRU hybrid model compared to the benchmark models in all statistical metrics except SD at the Üçtepe station and the whole Tuzla station. At Üçtepe, the FMS, despite the RMSE and MAE of the hybrid model being 82.93 and 85.93 m3/s, was 124.57 m3/s, and it was 184.06 m3/s in the single GRU model. We achieved around 34% and 53% improvements, respectively. Additionally, the R2 values for Tuzla FMS were 0.9827 and 0.9558 from GWO-GRU and linear regression, respectively. It was observed that the hybrid GWO-GRU model could be used successfully in forecasting studies.

Su kaynakları planlaması ve yönetiminde kuraklığın tanımlanması, izlenmesi ve karakterizasyonu büyük önem taşımaktadır. Bu çalışmada, Samsun kent merkezinde bulunan 17030 no’lu meteoroloji istasyonundan 1938-2020 dönemi için aylık yağış verileri ve Standart Yağış İndeksi (SPI) ile Standartlaştırılmış Yağış Evapotranspirasyon İndeksi (SPEI) kullanılarak kuraklık analizi yapılmıştır. Çalışmanın ilk kısmında, iklim değişikliğinin yağış, sıcaklık, nispi nem ve buharlaşma verileri üzerindeki etkileri %95 güven aralığına göre incelenmiştir. Sıcaklık verisinde artan bir eğilim söz konusu iken, diğer verilerinde herhangi bir eğilim gözlemlenmemiştir. SPI ve SPEI arasında 1 aylık zaman serilerinde güçlü bir ilişki elde edilirken, 3-,6-, 9-, 12 ve 24 aylık zaman serilerinde bu ilişki güçlü olsa da R2 değerlerinde azalma olduğu gözlemlenmiştir. Samsun ili için kuraklık kategorileri arasında en fazla normal kuraklık görülmesine rağmen, çok şiddetli kuraklık kategorisi ise en az paya sahiptir. İki indeks arasında çok az farklılık gözlemlenmiştir. Ancak, SPI çok şiddetli kuraklık kategorisinde, SPEI indeksine göre daha hassas sonuçlar verdiği tespit edilmiştir. İki indeks ile elde edilen bulgulara göre, 1950 yılında hem kuraklık süresi bakımından hem de kuraklık şiddeti bakımından uzun süren bir kuraklık gözlemlenmiştir. Çalışmanın sonuçları, Samsun ili kuraklık risk değerlendirmesi açısından önem taşımaktadır.
