Putting real-time medical data processing applications into practice comes with some challenges such as scalability and performance. Processing medical images from different collaborators is an example of such applications, in which chest X-ray data are processed to extract knowledge. It is not easy to process data and get the required information in real time using central processing techniques when data get very large in size. In this paper, real-time data are filtered and forwarded to the right processing node by using the proposed topic-based hierarchical publish/subscribe messaging middleware in the distributed scalable network of collaborating computation nodes instead of classical approaches of centralized computation. This enables processing streaming medical data in near real time and makes a warning system possible. End users have the capability of filtering/searching. The returned search results can be images (COVID-19 or non-COVID-19) and their meta-data are gender and age. Here, COVID-19 is detected using a novel capsule network-based model from chest X-ray images. This middleware allows for a smaller search space as well as shorter times for obtaining search results. Methodological Proposals for the Development of Services in a Smart City: A Literature Review

This literature review analyzes and classifies methodological contributions that answer the different challenges faced by smart cities. This study identifies city services that require the use of artificial intelligence (AI); which they refer to as AI application areas. These areas are classified and evaluated, taking into account the five proposed domains (government, environment, urban settlements, social assistance, and economy). In this review, 168 relevant studies were identified that make methodological contributions to the development of smart cities and 66 AI application areas, along with the main challenges associated with their implementation. The review methodology was content analysis of scientific literature published between 2013 and 2020. The basic terminology of this study corresponds to AI, the internet of things, and smart cities. In total, 196 references were used. Finally, the methodologies that propose optimization frameworks and analytical frameworks, the type of conceptual research, the literature published in 2018, the urban settlement macro-categories, and the group city monitoring–smart electric grid, make the greater contributions.

The recent breakthrough of artificial intelligence, as well as the wide adoption of the wisdom of the crowd, also known as collective intelligence, across sectors, has received attention and excitement across disciplines. In addition to the scientific breakthrough, recent public sector studies recognize AI's potential contributions in public services, such as big data for decision making, the development of smart cities, and social and health care. Studies have also recognized crowdsourcing's potential for service provisions, innovation, information generation, and policymaking. However, we have only a limited understanding of the connections between these two types of intelligence and adoption conditions to properly utilize them for the public sector. To understand what roles AI and crowds can play in enhancing public services and policymaking, we adopt a bibliometric analysis to identify emerging themes and interconnections between these two streams of literature. Our study provides key themes and significance for each cluster. Our first examination of AI and crowd literature regarding connection to public values, complementary in public decision making, as well as future potential for joint adoption by governments provides some implications for future considerations.
