The Ministry of Education and Culture (MOEC) of Indonesia issued a policy for online learning in all schools, including provinces with limited internet facilities. This study aims to explain the readiness of elementary school teachers in the rural or remote areas in applying online learning. The method used in this study is was ex-post facto. Technology readiness is was measured based on four factors: Optimism (4 items), Innovativeness (4 items), Discomfort (4 items), and Insecurity (4 items). The Likert scale ranged from 1 (Strongly Disagree) to 5 (Strongly Agree). The analysis used Two-way ANOVA and Cluster Analysis. Data from field observations were used to provide a deeper explanation of the statistical analysis. The analysis shows that three segments appear namely Explorers, Pioneers, and Laggards. The immediate implementation of the online learning has caused the Skeptics and Paranoid segments not appear. This study implies that educational policy-makers need to pay attention to the Internet access and the availability of mobile phones as constraints in online learning in rural or remote areas.

Decentralization in Indonesia allows local governments to prepare regional budgets that are prepared to carry out regional government functions. One of the goals to be optimized is the effort to increase the human development index (HDI) in each province. The efforts to increase HDI are broadly reflected in three government functions, namely the education function, the health function and the economic function. This study evaluates the relevance between the realization of the use of regional expenditures and the performance of government functions in the three HDI-related functions. The research was conducted by evaluating changes in budget use and indicators of achievement of government functions from 34 provinces throughout Indonesia from 2015 to 2020. The analytical tool used was the Klassen typology. The results of the evaluation on the economic function show that there are only two provinces that are increasingly efficient in using the budget to achieve performance. A total of four provinces in the health function can improve their efficiency in the study period. Only one province is getting better from the use of the budget in the implementation of the education function.

This research aims to examine the role of Padepokan Ciliwung Condet in developing Betawi cultural tourism in the Ciliwung Condet area. Betawi cultural tourism has great potential as a tourism attraction that can make a positive contribution to the local economy and preserve regional culture. Padepokan Ciliwung Condet, as a center for Betawi arts and cultural activities, is the main subject of this research. The research method used is qualitative with a case study approach. Data was collected through in-depth interviews, direct observation and documentation studies. The research results show that Padepokan Ciliwung Condet has a significant role in developing Betawi cultural tourism. The Padepokan functions as a place for training in traditional Betawi arts, art exhibitions and a cultural information center. In the context of tourism development, Padepokan Ciliwung Condet plays a role in creating an authentic and memorable tourism experience for visitors. Its existence also contributes to the preservation of Betawi arts and culture, as well as promoting local community participation in the tourism industry. This research provides recommendations for increasing the role of Padepokan Ciliwung Condet in the development of Betawi cultural tourism, including more effective marketing strategies, improving infrastructure, and closer cooperation between related parties. Thus, it is hoped that the development of Betawi cultural tourism in Ciliwung Condet can have a sustainable positive impact on the local community and preserve the regional cultural heritage.
