Azerbaijan's dynamic and diverse retail landscape is driving an escalating demand for motivated personnel, both locally and globally, to address sustainable development requirements. In competitive and demanding retail environments, the success of organizations can rely on confident, skilled, motivated, and informed employees to meet challenging business demands and inclusive growth. As Azerbaijan's retail competitive edge continues to expand, there is a heightened need for effective employer-employee interactions and strategic human capital to navigate intricate organizational hurdles. The targeted population for this study included current retail employees, and semi-structured in-depth interviews with 15 participants from 15 different retail service organizations were conducted. Hence, this research study addresses a crucial gap in leadership literature by examining the interplay between destructive leadership and employees' psychological empowerment, encompassing dimensions like meaningfulness, self-determination, competence, and impact. Employing a qualitative phenomenological approach, the study delves into the real-life experiences of employees within the Azerbaijani retail sector. The study concludes that destructive leadership can significantly hamper employees' psychological empowerment, resulting in negative impacts on their work role orientation, engagement, productivity, and commitment.

PurposeThis article aims to relate investments in human capital to the United Nations Sustainable Development Goals (UN SDGs), and examine the spending levels necessary to achieve high performance in related SDG sectors for Azerbaijan.Design/methodology/approachEmploying data from the World Bank, the empirical approach undertaken in this study relies on peer analysis by examining spending levels for nations exhibiting similar income levels and geographical proximity to Azerbaijan.FindingsThis study estimates that total spending in education would need to increase by 0.4 percentage points of GDP by 2030, while total spending in health would need to increase by 5.9 percentage points of GDP by 2030 for Azerbaijan.Originality/valueThis study contributes to the literature by conducting an empirical analysis in which other nations can emulate in measuring their relative progress on human capital investments and related UN SDGs.Peer reviewThe peer review history for this article is available at: https://publons.com/publon/10.1108/IJSE-02-2023-0137
Введение. Статья посвящена исследованию стратегий национальной экономической безопасности пяти стран Центральной Азии и России, а также поиску потенциальных «точек пересечения», на основе которых возможно предложить системный план действий России в рамках реализации внешнеэкономической и внешнеполитической стратегий для устойчивого развития в регионе. Материалы и методы. Для исследования национальных экономических интересов стран Центральной Азии необходимо выявить их приоритетные направления в стратегиях национальной безопасности, в т.ч. внутренние и внешние вызовы и угрозы, препятствующие устойчивому развитию региона. В процессе исследования использовались методы анализа национальных документов стран Центральной Азии и России (законы, стратегии, концепции), а также методы сравнения и обобщения основных национальных интересов в экономической сфере. Результаты исследования. В статье выявлены особенности национальных экономических интересов стран Центральной Азии, определены приоритетные направления устойчивого развития исследуемых стран. Обсуждение и заключение. В результате исследования были проанализированы и систематизированы национальные экономические интересы стран Центральной Азии и РФ в соответствии с приоритетными направлениями национальной экономической безопасности. Практическая значимость исследования заключается в том, что представленный анализ позволил выявить слабые и сильные стороны развития стран Центральной Азии в рамках стратегий национальной безопасности для выстраивания дальнейшего эффективного взаимосотрудничества в Евразии в условиях геополитической нестабильности и геоэкономической напряженности.
Introduction. This article is dedicated to researching the strategies of national economic security of five Central Asian countries and Russia, as well as identifying potential points of intersection that could serve as the basis for proposing a systematic plan of action for Russia in the implementation of its foreign economic and foreign policy strategies for sustainable development in the region. Materials and Methods. To explore the national economic interests of the Central Asian countries, it is necessary to identify their priority directions in national security strategies, including internal and external challenges and threats that hinder the sustainable development of the region. During the research, methods of analyzing the national documents of the Central Asian countries and Russia (laws, strategies, concepts) were used, along with methods of comparing and summarizing the main national interests in the economic sphere. Results. The article reveals the peculiarities of the national economic interests of the Central Asian countries and defines the priority directions for their sustainable development. Discussion and Conclusion. As a result of the research, the national economic interests of the Central Asian countries and Russia were analyzed and systematized in accordance with the priority directions of national economic security. The practical significance of the study lies in the fact that the presented analysis allowed for the identification of the strengths and weaknesses of the development of the Central Asian countries within the framework of national security strategies, facilitating further effective cooperation in Eurasia amidst geopolitical instability and geoeconomic tensions.
