This paper proposed that marketing capability is a critical component of market orientation. As such, knowledge of intelligence and competitive strategy, aspects of market capability obtained through training is essential for market orientation. Cross-sectional survey was used. Data were collected with a structured questionnaire and analysed using the structural equation model (SEM). The structural model and path estimates indicate that all the constructs intervene in food security, implying that a systemic approach rather than individual strength can help achieve food security. The study's findings support the perspective that marketing capabilities have spill-over effects that improve market orientation and food security performance. Therefore, BoP producers through training can generate significant marketing capabilities that can improve the food market. It highlights the importance of producers adopting a market-oriented approach. The study recommended a multi-stakeholder engagement model toward integrating biofortification into public and private policies and programmes. This would encourage investment and continuous training of producers on how to improve communication and customer relationship management to stimulate consumption and supply.

Smallholder farmers require seed systems that can meet diverse functions: move a range of planting material; spread specialty varieties (climate-resilient or nutrient-dense varieties); reach last-mile areas; and perform in high-stress contexts. Acknowledging that smallholders use both formal and informal systems, this article focuses on the latter and on a component largely unexamined to date: informal commercial seed systems (ICSSs). Four evidence-based cases show how ICCSs contribute to varied seed system functions. In Tanzania, traders have moved multiple modern bean varieties countrywide and within just a few years. In the remote Ugandan north, traders have commercialized the sale of sweetpotato vines (produced off-season) to those lacking their own critical marshlands. In Bolivia, traders routinely sell native and modern varieties of seed tubers to farmers, along with their commerce in ware potatoes. In central Mali, a cluster of villages produces and sells pearl millet seed that is specially adapted to extreme drought conditions. All four cases share key characteristics: they distinguish seed vs. grain, serve local, regional, and international customers, and, perhaps most importantly, are sustained without subsidy or project support. As ICSSs meet farmers’ demands for seed that is not supplied by other actors, a question remains as to whether ICSSs should be left alone, leveraged, or improved further. Recognizing possible legal and operational challenges, this article suggests that ICSSs first be studied in-depth—characterizing their variations, locales, and system functions—so that future debates on possible support can be grounded in concrete evidence of ICSSs’ strengths, weaknesses, and unique benefits.

Varietal turnover is a major mechanism for farmer adaptation to rapidly changing environmental and market conditions. Understanding factors related to varietal turnover is critical for safeguarding food security in the face of increasingly rapid changes to production contexts. Preference elicitation methods like experimental auctions reveal farmers’ willingness to pay (WTP) for seeds with different characteristics. We engaged farmers growing cassava (Manihot esculenta Crantz) across a wide geographic scope in Cambodia (n = 321, 4 provinces) and Lao PDR (n = 391, 5 provinces) in modified second-price experimental auctions to determine WTP for three cassava seed classes: farmer-produced planting stems of an undescribed variety, farmer-produced planting stems of an elite variety with lower susceptibility to Cassava Mosaic Disease (CMD), and virus-free tested planting stems of the same elite variety. In Lao PDR, mean auction bids for a bundle of 20 planting stems were 0.54, 0.92, and 1.40 USD for farmer, elite, and elite tested stems, while in Cambodia the analogous mean bids were 0.58, 0.77, and 1.16 USD, respectively. A significantly higher WTP associated with elite variety and tested stems in both countries was influenced by both geographic location (province) and individual socioeconomic farmer characteristics. In Lao PDR this included lower WTP of women, higher WTP of ethnic minorities, and, for improved stems, lower WTP of farmers with increased cassava growing experience. In Cambodia fewer socioeconomic variables affected WTP. Our results indicate significant increases in WTP for clean planting materials and new varieties, supporting market-based clean seed approaches as a component of regional control strategies for the CMD epidemic currently threatening a global agri-food value chain.
