This article argues that the efforts of policy‐makers to avoid conflict in the short run can be counterproductive in the long run. Not only may policy‐makers fail to reap the benefits of conflicts when they try to steer clear, but conflict may actually increase rather than diminish. We study conflict through the conceptual lens of (de)politicization in the lengthy and highly contested policy‐making process over the multibillion‐euro ‘Oosterweelconnection’ highway in Antwerp (Belgium). An in‐depth media analysis of 739 articles is combined with data from 32 narrative interviews. We conclude that efforts to end public debate through depoliticization can have a boomerang effect, in which conflict disappears only temporarily, and that these efforts can ultimately increase conflict while wasting engagement and creativity. More attention to the productive aspects of conflict is needed in public administration literature and practice.

I denne artikel tager vi udgangspunkt i klimaforandringernes særlige videnskabelige status, og undersøger hvordan klimadagsordenen kan aktualiseres igennem materiel synlighed i form af katastrofer. Vi undersøger det skybrud, der ramte København i juli 2011 som en case på, hvordan ekstremvejr kan gøre videnskab til alles eje og tilføje tårer til tørre statistikker. Vores konklusion er dels, at skybruddet mobiliserer den politiske handling på klimaområdet, som videnskaben længe har efterspurgt, og dels at klimatilpasningspolitikken bliver mere kortsigtet og snæver i kølvandet på skybruddet.

In this research note, we propose to complement the analytical toolbox for framing analyses with the categories of Aristotelian rhetoric. As our case, we analyse the function of the use of evidence in frame building in the context of Swiss direct-democratic campaigns preceding votes on smoking bans. Based on rhetoric, a frame can be considered to contain three interrelated elements: (1) political arguments (logos), (2) cultural symbols (ethos), and (3) emotional appeal (pathos). By comparing evidence-based arguments with arguments that do not refer to evidence, the research note illustrates that backing arguments (logos) by evidence increases their trustworthiness (ethos) but not their emotional appeal (pathos). We consider the Aristotelian categories a fruitful tool to enlarge existing framing research with regard to the use of evidence.
