China’s rapid economic growth has caused serious problems, such as environmental pollution and resource exhaustion. Only by improving the green total factor productivity (GTFP) can China’s economic development get out of the dual dilemmas of environmental degradation and resources exhaustion. Although environmental regulation helps to improve China’s productivity, its impact on GTFP is still controversial and deserves careful investigation. In this context, this study adopts the global Malmquist-Luenberger productivity index to measure the GTFP change of China’s 30 provinces over the period of 2003 to 2017 and then it uses the fixed-effect dynamic panel model to investigate the impact of environmental regulation on GTFP from the perspective of governance transformation. The results show that: (1) there is a nonlinear U-shaped relationship between environmental regulation and GTFP, indicating that the Porter hypothesis is verified in China. More notably, the values of environmental regulation are still located on the left side of the U-shaped curve at present, which means that the promotional effect of environmental regulation on GTFP has not been realized fully. (2) The U-shaped relationship shows significant regional heterogeneity. The western region demonstrates the highest level of significance, followed by the eastern region. However, the U-shaped relationship is insignificant in the central region. (3) Governance transformation can not only significantly improve GTFP but it can also accelerate the realization of the Porter hypothesis by inspiring the innovative enthusiasm of enterprises, which means that governance transformation can contribute to the achievement of the improved effects of environmental regulation on GTFP. (4) R&D investment can significantly improve GTFP, where the impacts of trade openness and factor endowment were significantly negative and the influence of foreign direct investment was not significant. These conclusions provide a good reference point for optimizing the relationship between the government and the market, as well as promoting regional green and high-quality development in China.

Under the strategy of “Digital China” and “Sustainable Development,” the synergistic development of digital economy and green economy has become a crucial topic. Based on the panel data of 13 cities in the Beijing-Tianjin-Hebei (BTH) region from 2011 to 2019, this study investigates the direct effect, intrinsic mechanism, and spatial spillover effect of digital technology development (DTD) on urban green development efficiency (GDE). The empirical results show that (1) DTD significantly improves urban GDE in the BTH region, and it passes the endogeneity test, (2) DTD can enhance urban GDE by improving the environmental regulation intensity and technological innovation level in the BTH region; however, the industrial structure optimization weakens the promotion effect of DTD on urban GDE in the BTH region, which shows a “masking effect,” (3) the kernel density estimation method and ArcGIS technology reveal the existence of “digital divide” and GDE differences among cities in the BTH region. Moreover, the spatial distribution pattern of DTD gradually forms “H–H” and “L-L” clusters in the BTH region, and (4) DTD also increases the GDE of neighboring cities through spatial spillover effects in the BTH region, and it passes the robustness test of replacing the spatial weight matrix. This study is important for the BTH region to simultaneously solve economic development and environmental problems in the context of digitalization.

Rapid urbanization in China has led to resource depletion, environmental pollution, and social inequity. The cornerstone of China's high-quality economic development is inclusive green development, which has developed as the society's primary objective. Based on the panel data of 16 prefecture-level cities in Anhui Province from 2011 to 2020, the study explores the connotation of urban inclusive green development efficiency (IGDE) and evaluates IGDE using the hierarchical entropy weight TOPSIS model combined with the global-Super-SBM model. The current situation and problems of IGDE in Anhui Province are thoroughly analyzed, then the Global-Malmquist index is used to analyze the structural dynamics of efficiency dynamics, the Theil index to explore the sources of regional differences in efficiency and the efficiency slackness index to discover the causes of low-efficiency losses. The results indicate that, technological progress is the key factor affecting IGDE. Intra-regional variation is the primary source of regional variation in IGDE. The inadequacy of infrastructure, medical level, educational equity, and green status are the four decisive aspects that cause the low efficiency of IGDE for the whole, but the weaknesses of IGDE are specifically from city to city. According to the above, the practical promotion path of IGDE in Anhui province has been obtained.
