IntroductionMedicine innovation is crucial in promoting the sustainable development of medicine undertakings, which has significant economic and social benefits. China is the main force in global medicine consumption, with a huge demand for innovative medicines. Thus, the Chinese government releases a series of policies aimed at providing scientific and reasonable guidance for medicine innovation. However, there is inadequate quantitative evaluation and comparison of various medicine innovation policies in the existing studies.MethodsThis paper adopts the approach of text mining and the Policy Modeling Consistency Index (PMC-Index) model to construct an evaluation system and then quantitatively evaluates and compares the traditional Chinese medicine innovation policies (TCMIPs), the biological medicine innovation policies (BMIPs), and the multiple medicine innovation policies (MMIPs) in China.ResultsThe results indicate that: (1) The three types of drug innovation policies have similarities in content and goal through comparative analysis of high-frequency words, while they also have their own characteristics. (2) The average PMC-Index of 29 TCMIPs is 5.77, which has the highest policy bad rate (21%); the average PMC-Index of 12 BMIPs is 6.21, which has the highest policy good rate (92%); moreover, the average PMC-Index of 35 MMIPs is 6.06, which has the highest policy excellence rate (26%). (3) The BMIPs, MMIPs, and TCMIPs have similar scores on policy object, policy orientation, policy timeliness, policy evaluation, and policy accessibility, while they differ significantly mainly on policy nature, incentive method, policy function, policy issuing agency, and policy instrument.DiscussionThis study contributes to a comprehensive understanding of medicine innovation policies in China, in order to provide theoretical support for future policy formulation and optimization in the medicine industry. Moreover, we expand the application scenarios of policy diffusion theory.

Biogenetic resources are the foundation of biodiversity and are of great significance to the sustainability of human society. The effective promotion of biogenetic resource conservation depends on the scientific formulation and implementation of relevant policies, so the quantitative evaluation of biogenetic resource conservation policies can provide decision support for the next step of policy formulation. Based on text analysis, social network analysis, and the construction of the PMC index model, this study selected 132 policy samples issued by the Chinese government in the field of biogenetic resources, established an evaluation system for China’s biogenetic resources policies, which contains 10 first-level indicators and 55 s-level indicators, and drew the PMC curve diagram accordingly to quantitatively evaluate China’s biogenetic resources policies. The results show that China’s biogenetic resources policies are generally at a good level, which can meet the current practical needs of biogenetic resources conservation, but there are problems such as the lack of policy forecasts in the relevant policy texts, the lack of flexible planning in the short and medium term, the lack of co-operation among the policy issuers, and the insufficient guidance of innovation. Based on the results, this article puts forward suggestions for improving China’s biogenetic resource conservation policies.

Research on China’s adolescent mental health policies — analysis based on PMC index model

IntroductionIn recent years, the suicide rate among adolescents in China has shown a continuous upward trend, and mental health issues such as depression and excessive anxiety have become increasingly prominent. Awareness and concerns around poor mental health in adolescents is rising among the general public and in academic circles, but there is little research on adolescent mental health policies in China.MethodsThis article reviews the national policies on adolescent mental health from 2000 to 2023, and analyzes and evaluates the selected policy texts through the PMC index model.ResultsThe study indicates growing national attention towards adolescent mental health policies in terms of both quantity and quality, with improved policy feasibility and synergy. However, shortcomings exist in the policy formulation process, including a lack of advocacy and supervision-oriented policies, a focus on short to medium-term effects, and inadequate comprehensive planning, hindering their swift implementation.DiscussionIn conclusion, facing the escalating crisis of adolescent mental health, the previous requirements of the education system are no longer sufficient. The government needs to further improve the top-down policy system, weave a safety net for mental health education and preventive intervention, and effectively promote the development of adolescent mental health.
