This paper theoretically analyzes the direct impact of environmental regulation on carbon emissions and its indirect effects on carbon emissions through foreign direct investment (FDI), energy consumption, industrial structure, and technological innovation. Then, this paper constructs a spatial lag model to empirically test the dual effects of environmental regulation on carbon emissions based on the provincial panel data of 2003–2017 in China. The results show that the average Moran’s I value of carbon emissions during 2003–2017 is 0.2506, passing the significance test at 1% level, and carbon emissions have spatial correlation characteristics. The direct impact of environmental regulation on carbon emissions is significant and positive. Environmental regulation could indirectly influence carbon emissions by influencing FDI, energy consumption, and technological innovation, and meanwhile, FDI, energy consumption, and technological innovation help to reduce carbon emissions under the constraint of environmental regulation, specifically. However, the impact of environmental regulation on carbon emissions through industrial structure is not significant.

Investigation of the spatial transfer laws and dynamic mechanisms of pollution-intensive industries (PIIs) is becoming a popular field in regional sustainable development. Based on the statistical data of 30 provinces (cities and districts) in China from 2000 to 2017, this paper applied the Gini coefficient and a redistribution index as well as spatial econometric approaches to explore the spatial distribution characteristics and spatial effects of China’s PIIs. PIIs in China have experienced two transition stages: ‘from north to south’ and ‘from east to central and west’, and the spatial distribution imbalance of PIIs has been gradually improved. In terms of industries, all PIIs in the northeast region were removed; PIIs in the eastern region not only transferred outward but also have experienced an agglomeration effect. The central and western regions were the main areas where transferring PIIs were settling. The distribution of PIIs in China showed a strong spatial correlation and a relatively stable path dependence. Through use of the spatial Dubin model, it is concluded that command-and-control environmental regulation and transportation costs had a negative impact on the distribution of PIIs in this region and a positive impact on the surrounding regions; thus, the pollution haven hypothesis was supported. Resource factors, technological innovation levels, and industrial structure—whether direct or indirect—had an inhibitory effect on the distribution of PII. Capital factors not only promoted the development of PIIs in this region, but also promoted it in other regions. Agglomeration economics had a positive impact on the distribution of PIIs in this region, and a negative impact on the surrounding regions.

There are obvious differences between different types of environmental regulations, which are manifested in different environmental protection tendencies and goals, and there are also significant differences in policy implementation. Therefore, it is an urgent empirical problem to quantitatively evaluate the impact of heterogeneous environmental regulations on the transformation and upgrading of industrial structure. Based on this, this paper empirically tests the impact of heterogeneous environmental regulations on the transformation and upgrading of industrial structure on the basis of measuring the level of industrial structure transformation and upgrading. The results show that the transformation and upgrading level of China's industrial structure increased year by year from 2000 to 2017. The three types of environmental regulatory measures have effectively promoted the transformation and upgrading of the industrial structure, and the market incentive environmental regulation (MER) has a significantly higher role in the advancement of the industrial structure than the command-controlled environmental regulation (CER) and the voluntary public participation environmental regulation (VER). The three types of environmental regulations have gradually highlighted the role of environmental regulations in promoting the transformation and upgrading of industrial structure with the improvement of the level of regional economic development. In the mechanism test, it is found that technological innovation has partial mediating effect in the process of CER affecting the transformation and upgrading of industrial structure, MER and public VER have complete mediating effect, while FDI has only partial mediating effect in the process of three types of environmental regulation affecting the transformation and upgrading of industrial structure.
