How Does an Authoritarian State Co-opt Its Social Scientists Studying Civil Society?

Abstract: What channels can an authoritarian state employ to steer social science research towards topics preferred by the regime? I researched the Chinese coauthor network of civil society studies, examining 14,088 researchers and their peer-reviewed journal articles published between 1998 and 2018. Models with individual and time fixed-effects reveal that scholars at the center of the network closely follow the narratives of the state’s policy plans and could serve as effective state agents. However, those academics w… Show more

“…Computational social science methods have been trending in the past decade, but they are still relatively new compared with conventional research methods (e.g., surveys and experiments) and not widely applied in the research field of nonprofit and philanthropic studies (Ma et al, 2021). Although a few studies in this research field adopted NLP methods and suggested good validity (e.g., Brandtner, 2021; Ma, 2022; Paxton et al, 2020; Wasif, 2021), the newest advances in NLP are still in an early phase of development (Rodriguez & Spirling, 2022). Therefore, computational social scientists should exercise caution and always validate the measures and test the robustness of estimation results.…”

“…In operation, we introduced the method of Word Mover's Distance (WMD hereafter) for analyzing the innovativeness of economic relief policies. WMD is an algorithm for comparing similarities between texts in Natural Language Processing, 5 which has been recently used in public administration research (Ma, 2022;Rodriguez & Spirling, 2022). In this model, word frequency, syntax, and semantics are taken into account, so the influence of length and other features of documents would be reflected.…”
