How Do Travellers Respond to Health and Environmental Policies to Reduce Air Pollution?

Abstract: Despite the various measures taken to reduce air pollution in France, the French continue to use high-emission vehicles. We propose to evaluate the willingness to pay (WTP) for four means of transport: two high-emission vehicles (diesel taxi and diesel personal vehicle) and two low-emission vehicles (rented electric vehicle and public transport). Successive messages revealing the effects of air pollution on health and the environment are provided to individuals in a different order. The information conveyed ch… Show more

“…IRSN (2019, 2020) suggests that health takes precedence of the environment among the French population; therefore, we expected the information on the health-energy link would have a stronger effect on the WTP of respondents than the information on the environmentenergy link. Our results also contrast with those in Lusk and Briggeman (2009) and Orset (2019) showing that respondents prioritized information about health. Our results for energy efficient household appliances and thermal insulation support Hypothesis 2, but do not support energy efficient boilers.…”

“…In this respect, local as well as global climate messages have been found to increase stated pro-environmental behaviour compared to a baseline (e.g. Scannell and Gifford 2011;Orset 2019).…”

“…Also in the realm of stated pro-environmental engagement, a few studies find no difference between a local and a global climate perspective (e.g. Busse and Menzel 2014;Orset 2019). For instance, Mir et al (2016), who provided a sample of Tehran students with information about air pollution either in Tehran or in Beijing, find that the location, local or distant, makes no difference in the willingness to use environmentally friendly transport options.…”
