The success of strategic plans is dependent on strategy implementation, yet little research has been conducted on strategy implementation relative to the strategy formulation stage. This article casts research questions on how organizational capabilities and resources affect strategy implementation, and how the implementation differs by strategic type. To address the climate change problem, local governments mobilize and allocate capabilities and resources and implement policy actions. Utilizing Miles and Snow's strategic typology, the article examines the factors for variation in implementation patterns among cities, with some implementing policies as “defenders” and others as “prospectors” across multiple policy domains. Analysis of energy policy action data from US cities reveals the distinct capabilities and resources required for the implementation of each strategic type.

This year has ushered in many changes, including for the PSJ. As of September 2020, the PSJ is now housed within the University of Tennessee, Knoxville's Political Science Program, who, along with the Howard Baker Jr. Center for Public Policy, is generously providing much needed support for journal operations. With no home institutional support forthcoming during 2019-20, we want to acknowledge and thank the University of Arkansas and the University of Massachusetts, Lowell, which both stepped in to fill our resource gap by providing essential support for the PSJ in the year prior to our relocation to Knoxville. Coupled with the assistance and continued support of the Policy Studies Organization, the PSJ has not only been able to function at previous levels, but has also been able to significantly expand operations and offerings during what proved to be a hectic transition. To our benefactors, we tip our hat. This year has seen a high volume of top-quality submissions. We were able to increase the speed at which those manuscripts have traditionally been processed. The PSJ has also published two virtual special issues this year, in addition to our quarterly regular issues-one on COVID-19

Analyzing the Joint Effects of Network and Community Attributes on Network Performance: Evidence from Local Continuum of Care Homeless Service Networks

This dissertation examines the factors and combinations of factors that affect the performance of continuum of care homeless service networks, applying the configurational approach of contingency theory to data sets drawn from federal sources. The study accepts the two key assumptions from the theory: (1) that there are multiple paths to high performance and (2) key conditions have a joint influence on network performance. The data analysis in this study has two parts. The first employs OLS regression to examine the causal relationship between independent variables and the performance of permanent supportive housing (PSH) programs. This study also applies fuzzy set qualitative comparative analysis (fsQCA) to identify multiple combinations of factors that influence the performance of PSH programs. The results identify key factors and multiple combinations of factors that lead to high and low network performance. Federal CoC funding emerges as a core condition for high and low performance, but all relevant conditions can be critical factors depending on how they interact with other relevant conditions. This analysis helps expand the utility of existing contingency theory by using it to explain the dynamic interactions between factors in the context of public service networks. Ultimately, this dissertation confirms that fsQCA can be a useful method for evaluating the performance of public service networks and helping them provide more services more effectively.
