Hjemmetjenester eller institusjonsomsorg? Et forvaltningskommunalt dilemma i norsk eldreomsorg

Abstract: I artikkelen diskuteres i hvilken grad kommunene følger opp det statlige styringssignalet om å bygge ut hjemmetjenestene for å legge til rette for at eldre kan bo lenger i eget hjem. Videre drøftes hvordan kommunene prioriterer mellom dette styringssignalet og oppfordringen fra det nasjonale styringsnivået om å bygge ut heldøgns omsorgsplasser.
