Globalization today can convincingly be said to have reached its pinnacle. However, with the world turning into a global space of homogeneity the stakes of survival have risen up too. The various forms of environmental degradation culminating into climate change have been accelerated due to globalization. This review discusses one such form of global environmental degradation that poses a serious threat to the health of citizens in the Global South. The phenomenon being talked about here is that of global waste dumping, a practice that has caught up roughly over the past four decades. The context that helps in illustrating the same is the United States-China trade war, narrowed down to the recent ban imposed by China and India on the import of plastic waste. As a reaction to excessive plastic waste dumping from Global South to Global North, 180 nations agreed in Geneva to add mixed plastic scrap to the Basel Convention. However, as will be shown in this review, the burden has only shifted to even poorer nations who willingly buy plastic waste from countries of Global North. The phenomenon of dumping plastic waste can be explained through the distinction between the developed and developing countries understood in the dualist taxonomy of Global North and Global South.

The aim of this article is to explore certain controversies that concerns climate change within a framework of critique influenced by recent methodological debates on the history of International Law. In recent years, the likely beginning of a new geological era known as the Anthropocene has been receiving considerable attention from historians. Its main assumption, one which humanity's activities on Earth since the Industrial Revolution is equivalent to a telluric force, ultimately resonates in historiographical theory and acquires a global appeal. First, it is argued that the Anthropocene holds intrinsic connections with the formation of modern international society. Through an anachronistic lens, postcolonial literature's inputs to the history of International Law forecloses forms of colonialism and imperialism as problematic dimensions of present concerns of international legal thought and global justice. In conclusion, the article contemplates an estimation of the viability of progressive teleology of history by making a case for the validity of expanding the horizons of expectations in order to account for less optimistic readings of the future.

Ateş / Uluslararası Politika ve Avrupamerkezci Tarihyazımı Öz: Tarih, toplumların kolektif hafızasıdır. Hiçbir toplumun tarihi ötekinden bağımsız değildir. Tarihyazımı geleneksel olarak siyasal otoriteler, yani devletler arasındaki ilişkilere odaklanmıştır. Bu bağlamda toplum ve devlet, eş değer olgular olarak kabul edilmiştir. 15. yüzyılın sonunda başlayan coğrafi keşifler ile dünya tarihinde Avrupamerkezci bir bakış açısı hâkim olmuştur. Avrupamerkezci tarihyazımının gelişimi münhasıran tarihyazım alışkanlığının bir sonucu değil, o günkü dünya politikasının genel çehresini yansıtan bir niteliktedir. Tarihçiler, sonuçta bölgesel ve küresel ölçekte etkin olan devletleri esas alarak tarihyazım işine girişmiştir. Bu çalışmada, Avrupamerkezci tarihyazımının uluslararası politika boyutu açıklanmıştır. Tarihyazımı, toplum ve modern devlet arasındaki bağ incelenmiş, Avrupamerkezli modern devletler sisteminin gelişimi gözden geçirilmiş, modern devletler tarafından Avrupa dışı toplumların yeniden inşası süreci değerlendirilmiş, Avrupa dışı toplumların alternatif bir tarihyazımının ne kadar mümkün olduğu tartışılmış ve sonuçta bugünkü Avrupamerkezci tarihyazım alışkanlığının yerleşmesinde modern devletler arası pratiklerin belirleyici işlevlere sahip olduğu ileri sürülmüştür.
