In recent years, various revelations about government malfeasances have highlighted the vulnerability of civil society actors who work on surveillance by intelligence agencies. Simultaneously, new technologies and overburdened state oversight bodies clarify how relevant citizen scrutiny of intelligence is. Both of these factors have led to the emergence of scrutiny by civil society actors as a research subject. This paper contributes to such scholarship by presenting data collected through surveys addressed at journalists and professionals from civil society organisations (CSOs) in France, Germany, and the UK to comparatively characterize the forms, scope, and constraints of the scrutiny they perform. Indicated differences across countries highlight variances in the practices of civic intelligence oversight. These variances indicate that there is room to manoeuvre for civic forms of holding intelligence agencies to account, counteracting the primacy of security and the secrecy of intelligence. Yet, similarities of civic oversight practitioners’ perspectives across all three countries are also distinct and informative; in particular, across all three countries, journalists and CSO professionals who work on surveillance by intelligence agencies worry they are under surveillance themselves and express dissatisfaction with safeguards at work.

The introductory contribution to this special issue on “Political Theory of the Digital Constellation” addresses the conditions and possibilities of political theory’s engagement with digital developments. The motivation for this inquiry is the growing interest in questions of political theory arising from the digital transformation, as well as the acknowledgement that digitalisation not only changes politics, but conversely that politics also shapes digitalisation. The article identifies three pitfalls of previous engagement: The narrowing of the subject of “digitalisation” to the topic of the “internet” and, thereby, to the aspect of communication, the disregard for the technicality of the digital, and the insufficient recognition that (digital) technology is political. To avoid these pitfalls, the research perspective of the digital constellation is presented. The digital constellation serves as an epistemological guide that helps to structure theoretical reflection on the interrelationship between digitalisation and political questions. Ultimately, the outlines of the political theory in the digital constellation become clear in the fourteen contributions of the special volume, which are presented in conclusion.

Deren wissenschaftlichen Bemühungen ist es zu verdanken, dass die Rolle von Nachrichtendiensten im internationalen Raum zunehmend nicht mehr nur beschrieben, sondern auch theoriegeleitet und unter Rückgriff auf Methoden des systematischen Fallvergleichs, Zeitzeugeninterviews, Netzwerkanalyse oder ethnographische Methoden verstehbar und erklärbar wird (Bean et al 2021).…”

Die Nachrichtendienstforschung in Deutschland gewinnt an Dynamik, unter maßgeblicher Beteiligung von IB Wissenschaftler*innen. Zu dieser Entwicklung möchte das vorliegende Forum beitragen. Die wissenschaftliche Literatur zu Nachrichtendiensten spielt sich vor allem in zwei eng verwandten Sub-Disziplinen ab: der historischen ‚Intelligence History‘ und den zeitgenössischen ‚Intelligence Studies‘. Gleichzeitig lässt sich seit wenigen Jahren die Entstehung einer neuen Denkschule beobachten, die sich auf der Basis methodologischer Innovation grundlegenden Fragen zur Funktionsweise von Nachrichtendiensten und ihrer Beziehung zu Staatlichkeit widmet. Das vorliegende Forum knüpft an diese jüngsten Dynamiken an und vertieft ausgewählte Forschungsstränge der jüngeren Intelligence Studies. Insgesamt verfolgt das Forum über diese Vorgehensweise drei Ziele: erstens möchten wir die deutschsprachige IB Gemeinschaft auf die aktuellen und wichtigen Dynamiken in der Nachrichtendienstforschung, die derzeit insbesondere auch in Deutschland zu beobachten sind, aufmerksam machen. Zweitens soll das Forum die Nachrichtendienstforschung als einen wichtigen Aspekt der IB verankern und weitere Forschung in diesem Bereich ermuntern. Drittens greift das Forum die theoretischen und methodologischen Neuerungen, die sich derzeit innerhalb der internationalen Nachrichtendienstforschung abzeichnen, auf und trägt zu dieser Debatte bei.
