Health, Growth and Welfare: A Theoretical Appraisal of the Long-Run Impact of Medical R&D

Abstract: This paper aims at providing a simple economic framework to address the question of the optimal share of investments in medical R&D in total public spending. In order to capture the long-run impact of tax-financed medical R&D on the growth rate, we develop an endogenous growth model in the spirit of Barro (1990). The model focuses on the optimal sharing of public resources between consumption and (non-health) investment, medical R&D and other health expenditures. It emphasizes the key role played by the public… Show more

“…Fueled by the impetus of sustainable demand, effectively fostering the genesis of a substantial public consumption sphere becomes pivotal for harnessing the full spectrum of the government's public functions. Nurturing this realm requires reinforcing foundational livelihood security, elevating the caliber of education initiatives, enacting employment incentivization strategies, intensifying research and development within medical services, bolstering investments in public transportation, and fostering a steady maturation of the social security apparatus [17][18][19][20][21]. These concerted actions collectively orchestrate the enhancement of economic operational efficacy, thereby begetting a virtuous cycle that steadily nurtures high-quality development within each locale.…”

“…Stimulated by the effect of high-quality demand, guiding and promoting the establishment of a substantial public consumption market is the key to effectively realizing the government's public functions. For government spending on basic public services, it is necessary to strengthen basic livelihood security, improve the quality of education development, implement employment incentive policies, increase medical service research and development, strengthen public transportation investment, and steadily improve the level of social security [22][23][24][25][26]. These factors steadily contribute to improving the operational efficiency of the economy and thus promoting highquality development in each area.…”
