The Association of Southeast Asian Nations (ASEAN) has deployed English not only as its sole working language but also as a tool for forging regional identity, unity and solidarity among its ten member‐states. Drawing on the concept of ‘imagined communities’ and, by extension, ‘imagined identity regionalism’, this article provides a critical examination of this policy desire and asks the question whether the desire should be read as a form of political rhetoric or an achievable goal for ASEAN. We argue that the unifying potential of English language as an imagined regional community and identity has yet to be realised. At best, English can be seen as contributing to ASEAN's ‘functional identity’, rather than a more substantive ‘socio‐cultural identity’. It is suggested that although the birth of a distinct hybridised variety of ASEAN English may facilitate a bottom‐up linguistic identity imagination for ASEAN, such an ideal appears utopian at this time.

The Bologna Process is a successful European political project aimed at establishing a European higher education model as a synonym for high quality in the competition for normative leadership and providing the basis for new regional higher education projects around the globe, especially in Asia (Enders and Westerheijden 2011; Robertson 2008). The European Higher Education Area (EHEA)-a major outcome of the Bologna Process, and the Association of SouthEast Asian Nations' (ASEAN) Common Space for Higher Education are widely recognised as outstanding examples of regional cooperation. Each project has its own trajectories of development and model of regional governance, but both have encountered unintended outcomes. The concept of unintended outcomes can be understood as being unanticipated, unforeseen or different from the actors' intentions or expectations. Unintended outcomes may be linked to positive, neutral or negative consequences of a policy or action. For example, the opportunistic effects of the Bologna Process which created legitimacy for some actors to introduce other changes (e.g. institutional autonomy) with positive impact on the national settings, or adverse effects of the Bologna Process in furthering neoliberal reform of higher education (Dobbins and Leišyte 2014; Musselin 2009; Telegina and Schwengel 2012). Unintended outcomes are not always framed as a failure, but in general as unwelcome or undesired effects for the majority (Burlyuk 2017). Streszczenie: Stowarzyszenie Narodów Azji Południowo-Wschodniej (ASEAN) zamierza stworzyć wspólną przestrzeń szkolnictwa wyższego w Azji Południowo-Wschodniej w ramach pogłębiania procesu integracyjnego. Jednakże zróżnicowany charakter systemów szkolnictwa wyższego w dziesięciu krajach członkowskich, wynikający z kontekstu historycznego i kulturowego, stał się istotnym wyzwaniem na drodze do harmonizacji. Celem niniejszej publikacji jest przegląd uwarunkowań i priorytetów działania szkolnictwa wyższego w państwach ASEAN pod kątem oceny możliwości utworzenia wspólnego obszaru szkolnictwa wyższego. Głównym źródłem informacji są raporty i publikacje dostępne na stronach internetowych zajmujących się problematyką szkolnictwa wyższego oraz organizacji rządo-wych i pozarządowych zaangażowanych w ten proces. Dobór źródeł wynika z dynamiki zmian poruszanej tematyki, a także chęci skorzystania z możliwie najaktualniejszych danych statystycznych.Słowa kluczowe: szkolnictwo wyższe, ASEAN, procesy integracyjne, integracja, wspólna przestrzeń szkolnictwa wyższego w Azji Południowo-Wschodniej. Summary:The Association of Southeast Asian Nations (ASEAN) is planning to create a Common Space of Higher Education in Southeast Asia within the framework of deepening the integration processes. However, the diverse nature of the higher education systems in all ten Member States, resulting from different historical backgrounds and cultural contexts, is proving to be a major challenge influencing the harmonization efforts. The purpose of this publication is to review current conditions and priorities of higher education systems in the ASEAN Member States in order to evaluate the likelihood of establishing the common area of higher education. The main sources of information are reports and publications available on the Internet concerning higher education as well as governmental and non-governmental organizations involved in the above-mentioned processes. The selection of sources reflects the most recent changes and trends in the field as well as the most current available statistics.
