In 2014, the Paraíba do Sul River Basin Integration Committee (CEIVAP) established its Pilot Program of Payments for Ecosystem Services (PES), focusing on water resources. The projects from this program share the same goal: to disseminate the use of PES as a tool for land management in watersheds. Contemplating 11 municipalities, including 84 landowners, conserving 718.63 ha and restoring 188.58 ha, this program was concluded in April 2020. Reviewing its historical and contextualizing features, we have observed that the outcomes from this program extend beyond these numbers. Here, we propose an evaluation methodology comparing the efficiency, performance, and impact of the PES projects. Based on new indicators that are easy to measure, we have identified key elements that have asymmetrically affected the projects. The complexity of the project scope and the execution of high-cost, and risky interventions on rural properties, have resulted in expensive projects with little tangible outputs. Our results support the upgrade of public policy for investment in ecosystem services by CEIVAP in the Paraíba do Sul watershed. In addition, our results can be more successful by improving the decision-making processes for similar projects in other watersheds.

Os objetivos deste trabalho foram: (1) realizar a caracterização ambiental da bacia do Rio Manhuaçu e das principais sub-bacias; (2) descrever as atividades de gestão relacionadas ao manejo dentro da bacia do Rio Manhuaçu e propor medidas que favoreçam a restauração florestal de APPs de nascentes. Foi utilizado um mosaico ASTER/DEM, com 30m de resolução espacial e extraído hidrografia numérica da bacia e posterior delimitação das sub-bacias acima de 4ª ordem. Visitas as principais sub-bacias foram realizadas para melhor caracterização e descrição. A bacia do Rio Manhuaçu possui 8.805,33 km² de área e é uma das principais sub-bacias do Rio Doce e compreende os estados de Minas Gerais e Espírito Santo, possui 31 sub-bacias acima de 4ª odem, com a maior, Rio José Pedro, corresponde a 40% da área da bacia. A cultura cafeeira é predominante na região de cabeceira, ocorrendo uma transição para a pecuária leiteira em direção a foz. Uma das principais atividades ocorrentes na bacia com a participação dos comitês é o cercamento de nascentes e o plantio de espécies nativas. Atividades de proteção das nascentes são importantes ações para promoção da melhora na qualidade de água, sendo necessária a ampliação e distribuições das nascentes protegidas no Rio Manhuaçu. Tais atividades podem ser mais bem conduzidas com o plantio de mudas de qualidade e viveiros próximos ao local de plantio e ampliação das medidas que garantam água em quantidade e qualidade na bacia como forma de manejo integrado. Keywords: Public policies, Watersheds, Environmental management, Rio Doce Basin Abstratc Manhuaçu river Watershed has an area of 8,805.33 km² and is one of the main sub-basins of the Doce River, comprising the states of Minas Gerais and Espírito Santo. The objectives of this work were: (1) to carry out the environmental characterization of the Manhuaçu River watershed and its main sub-watershed; (2) describe activities related to the protection of springs in the Manhuaçu River watershed and propose measures that favor the forest restoration of springs in Permanent Preservation Areas (PPA). An ASTER / DEM mosaic was used, with 30m of spatial resolution and extracted numerical hydrography of the watershed as well as subsequent delimitation of the sub-watersheds above 4th order. Visits to the main sub- watershed were made for better characterization and description. It was observed that the major watershed has 31 sub-watersheds above the 4th order. The largest one is José Pedro River sub-watershed that corresponds to 40% of the total area. Coffee culture is predominant in the river head region, transitioning to dairy farming towards the mouth. Setting up fences and planting native species around springs are some of the main actions in the watershed supported by watershed committees. The protection of springs is an important measure to improve water quality. Therefore, increasing the number of protected springs in the Manhuaçu River watershed is required. Such activities can be better conducted with the planting of quality seedlings and setting up nurseries close to the planting site, as wells as expanding measures that guarantee water in quantity and quality in the watershed as a form of integrated management.

A escassez de água doce é uma das principais preocupações do século XXI. As últimas projeções do IPCC preveem que para a região do Centro-Oeste deve ocorrer aumento da área agriculturável, diminuição das áreas florestais, aumento de temperatura e alteração da frequência e magnitude de cheias e de períodos de estiagem. Essas alterações afetam profundamente o ciclo hidrológico e por consequência a disponibilidade de água para consumo humano. No verão de 2016/2017 o Distrito Federal registrou a maior crise hídrica de sua história onde o volume do reservatório responsável pelo abastecimento de mais da metade da população ficou abaixo de 10%. Nesse sentido o presente estudo teve como principal objetivo trazer informações atualizadas sobre Pagamento por Serviços Ambientais, como um importante instrumento mitigador de mudanças climáticas, redutor de processos de alteração do uso do solo, sugerindo-o como instrumento para promover melhorias no abastecimento de água da Bacia do Descoberto.Palavras-chave: mudanças climáticas; gestão hídrica; serviços ecossistêmicos. PAYMENT FOR ENVIRONMENTAL SERVICES: AN INSTRUMENT OF MITIGATION OF THE EFFECTS OF CLIMATE CHANGE AND A MANAGEMENT TOOL FOR HYDRICAL CRISIS IN THE ALTO DESCOBERTO WATERSHED ABSTRACT: Freshwater shortages are one of the main concerns of the 21st century. The latest projections by the Intergovernmental Panel on Climate Change (IPCC) foresee that for the brazilian midwest, there should be an increase in the area planted to agriculture, a decrease in forest areas, an increase in temperature and a change in the frequency and magnitude of floods and droughts. These changes profoundly affect the hydrological cycle and consequently the availability of water for human consumption. In the summer of 2016/2017, the Federal District had the greatest water crisis in its history, where the volume of the reservoir responsible for supplying more than half the population was below 10%. In this sense, the main objective of the present study was to provide updated information on payment for environmental services as an important instrument to mitigate climate change, reducing soil use change processes, and suggesting it as an instrument to promote improvements in water supply in the Descoberto watershed.Keywords: climate change; water management; ecosystem services.
