Growth of Mental Health Services in State Adult Correctional Facilities, 1988 to 2000

Abstract: The growth in prison facilities and the growth in prisoner populations are outstripping the more meager growth in mental health services. These results suggest that mental health services are becoming less available to the prison population, and service populations are becoming more concentrated in the facilities that do offer such services.

“…Yet, in-prison services have not expanded sufficiently to meet treatment needs. In fact, between 1988 and 2000, prison mental health services declined and those services that are available are concentrated only in the most secure facilities (Manderscheid, Gravesande, & Goldstrom, 2004). In a recent multi-site study of men and women exiting prison, 41% of women reported receiving some type of mental health treatment while incarcerated and treatment receipt did not improve after release (Broner, Lattimore, & Steffey, 2010).…”

“…Studies have indicated that psychiatric morbidity and disorders are common in prison populations resulting in increased mental healthcare needs among inmates (Ogunlesi, 1990;Agbahowe, Ogunlesi, Osahon, & Ohaeri, 1998;Otakpo & Askia, 2000;Fazel & Danesh, 2002;Manderscheid, Gravesande, & Goldstrom, 2004). According to Fazel and Danesh (2002), several million prisoners probably have serious mental disorders worldwide, but how well prison services are addressing these problems is not known.…”

“…Though many factors contribute to the rise of the inmate census, a portion of the increase is related to an influx of mentally ill people with insufficient care options (Lamb & Weinberger, 1998;Manderscheid, Gravesande, & Goldstrom, 2004).…”

“…In a review of the growth and availability of mental health services in state correctional facilities, Manderscheid, Gravesande, and Goldstrom (2004) stated that "a disproportionate number of inmates are likely to be mentally ill compared with the general population" (p. 870). Furthermore, within the prison population, female inmates are more than twice as likely to suffer from a severe mental disorder as their male counterparts (Brinks, 2005).…”
