Groundwater in California: From Juridical and Biopolitical Governmentality to a Political Physics of Vital Processes

Abstract: This article analyzes the emergence of a political rationality of groundwater in contemporary California. It contrasts a new government of nature that we call a ‘political physics of vital processes’, operative in the case of the Orange County Water District, with juridical and biopolitical rationalities of groundwater governance. To do so, we propose a genealogical account grounded in a reading of a key concept in Aristotle’s first book of Politics. The case is analyzed along the axes of subjectivity, space, … Show more

“…Instead, the city plans to build several pipelines to transport the cleansed effluent to water-spreading grounds or injection wells above three LA County aquifers—an undertaking intended, in the LADWP's terms, to “build a resilient storage supply in local groundwater basins” (LADWP, 2021). The water will then be stored underground before being pumped up, treated, and distributed to water users—the same punctuated spatiotemporal rhythm that marks all existing wastewater-to-drinking-water facilities in California (Amironesei and Scoville, 2019). Such arrangements are driven in part by regulatory requirements.…”

“…This force of movement and arrangement is what I refer to as the dispositional power of algorithms that I identify as a political physics of vital processes. 2 My investigation takes inspiration from, and shares a family resemblance with, Aristotle's analysis of action in Poetics (and simultaneously his analysis of action in Politics and Nicomachean Ethics, as well as his analysis of movement in Physics, Book II). As in Aristotle's inquiry, I ask how a medium operates and what forms of association does it introduce.…”
