In constantly expanding its fields of application, sustainable development is becoming the basic approach to planning and governing the twenty-first century city. This article examines sustainable urban development policies through the lens of utopian thinking and indicates the opposing scholarly interpretations of modern utopianism. On the one hand, this is approached as dreaming and fantasizing about the future; on the other, it is approached as well-calculated planning activities. More specifically, this article explores how the urban community in a post-socialist, post-industrial city faces the implementation of the challenge of a twenty-first-century sustainable development project. Using the example of the city of Katowice in southern Poland, the article examines three discourses of sustainable urban utopianism. It is first seen as strategic planning for a pursued better future; second, it is seen as an image of the city of the future; and, third, it is seen as a difficult-to-achieve vision for the city of the future in light of specific local barriers to development. Apart from Katowice’s successes in transforming its traditional industrial profile—based on coal mining—this study also draws attention to the successful construction of a new image for economic changes, urban design, and sustainable development, which has been confirmed by numerous recognitions at the national and international scale.

PurposeThe twenty-first century manifests two of the challenging issues about achieving Sustainable Local Economic Development (SLED) and turning to environmental sustainability through Green Job Creation (GJC). The study examines that not only are both challenges are urgent, but they are also intimately linked and will have to be addressed together. It also finds out that further factors like Managerial Effectiveness (ME) and Public Policy Effectiveness (PPE) affect GJC.Design/methodology/approachThe study uses qualitative and quantitative methods by utilizing primary data collected through designing questionnaires answered by random executives and citizens of three governorates; Cairo, Alexandria and Beni-Suef. These governorates are chosen because they represent different Egyptian geographic areas, i.e. the capital of Egypt, lower and Upper Egypt, where there are numbers of industrial zones with many heavy polluting industrial activities that exist.FindingsThe study showed that there is a lack of effectiveness and efficiency in applying common international standards in GJC’s strategies in Cairo, Alexandria and Beni-Suef. Additionally, it is highly recommended that the three governorates enhance the exploitation of their economic resources. Quantitatively, the study showed a positive and statistically-significant connection between SLED and GJC, alongside with a positive and statistically-significant connection between ME and GJC.Originality/valueThe study provides empirical evidence about the main requirements in designing an efficient framework for achieving eco-friendly local economic activities and suggesting practical solutions to obstacles that face local strategies regarding the study’s variables.Peer reviewThe peer review history for this article is available at: https://publons.com/publon/10.1108/IJSE-01-2020-0012

The concept of sustainable development increasingly affects cities and the challenges they face. At the present stage of sustainability awareness it is desired that the discussion about the city development combines the financial aspects and harmonious social relationships with the natural environment. The role of local authorities in implementation processes is undeniable. The objective of the paper is to verify theoretical assumptions regarding sustainable development governance in cities. A special attention is paid to transport and logistics solutions as supported measures but also as barriers of implementation. The detailed questionnaire in the form of the survey was chosen to examine how local governments practice the concept of the green urban economy to strengthen the sustainable development in different cities. Results prove that Scandinavian cities, in comparison to other European and some North American cities, are indisputable leaders in the development and implementation of sustainability strategies. They extensively involve stakeholders and facilitate open dialogue approach, create public-private partnerships and stimulate more sustainable behaviour through variety of financial incentives.
